MOBILE GROUP OF COMBATING CHILD LABOR: PARAMETERS THAT INDICATE THE NEED FOR CONSTANT AND ARTICULATED OPERATION IN THE DEFENSE OF CHILDREN AND TEENAGERS

Resumo: The proposal discusses the functioning of the Mobile Inspection Group to Combat Child Labor in a constant and articulated manner. It deals with the strengthening of strategies to combat early labor, with reference to the definition of 2021 as the International Year for the Elimination of Child Labor, according to the United Nations. It emphasizes the importance of implementing Conventions 138 and 182 of the International Labor Organization and item 8.7 of the Sustainable Development Goals of the 2030 Agenda, about the commitment to end child labor by 2025. The study uses bibliographic and documentary techniques. The text approaches child labor in Brazil based on theory and data analysis. Then, it discusses the origin and action of the mobile group and exposes the concrete experiences and perspectives of action, in articulation with the bodies of the child and adolescent protection network. Finally, it deals with the result of inspections to combat slave labor in comparison with those aimed at ending child labor, from January to April 2021: 245 actions; 345 children and adolescents reached; 170 infraction notices; and identification of child labor in the worst forms (38.4%). As for the profile of the victims, there is: fourteen to seventeen years old (87.8%); male gender (76.8%); in the food sector (32.5%) and retail trade (22.3%). Finally, criticize the current situation and changes are proposed to safeguard the rights of children and adolescents in a condition of child labor, starting from the resumption of the Mobile Group.

Trata do fortalecimento das estratégias de enfrentamento ao labor precoce, com referência à definição de 2021 como o Ano Internacional para a Eliminação do Trabalho Infantil, segundo a Organização das Nações Unidas. Frisa a importância da implementação das Convenções 138 e 182 da Organização Internacional do Trabalho e do item 8.7 dos Objetivos de Desenvolvimento Sustentável da Agenda 2030, quanto ao compromisso de eliminação do trabalho infantil até 2025. O estudo emprega as técnicas bibliográfica e documental. O texto aborda o trabalho infantil no Brasil a partir da teoria e da análise de dados. Em seguida, aborda a origem e a atuação do grupo móvel e expõe as experiências concretas e as perspectivas de atuação, de modo articulado com os órgãos da rede de proteção da criança e do adolescente. Por último, trata do resultado das fiscalizações de combate ao trabalho escravo em comparação com as voltadas à eliminação do trabalho infantil, de janeiro a abril de 2021: 245 ações; 345 crianças e adolescentes alcançados; 170 autos de infração; e identificação de trabalho infantil nas piores formas (38,4%). Quanto ao perfil das vítimas, tem-se: catorze a dezessete anos de idade (87,8%); gênero masculino (76,8%); na atividade de alimentação (32,5%) e comércio varejista (22,3%).
