Education Policies and New public Management: adherence and distancing in the public networks of Pernambuco and Goiás

The New Public Management (NPM) has become hegemonic in the management of public affairs, without, however, presenting a single implementation format. Although based on principles of competitiveness, results, external evaluations and control, its contours are different and several experiences have been implemented in various states of the federation based on the precepts of the NPM. This new rationality of public management has repercussions on the form of management and regulation of education, as an efficient alternative in the search for its quality. Thus, this study sought to identify the similarities and differences in the implementation of the New Public Management in Pernambuco and Goiás, Brazil, states with emphasis on large-scale assessments, through the discourse of educational managers and school principals. It was identified that, although the two networks are in line with the rationality of the NPM, democratic management is emphasized and placed as an important element of education qualification.
