Resumo: The main objective of this article is to analyze the implementation of the “Programa Mais Educação” (PME) [More Education Program], through the perceptions and actions of the coordinators of the PME and workshops of two public schools participating in the Program, using interview techniques and field research. Having as theoretical reference the research by Ball, Maguire and Braun (2016) and Michael Lipsky (2019), the study is directed researchers in the field of Public Policy and intends to think of an Educational Policy from the perspective of its agents, who act in this process in the school day to day. This article is the result of a broader research conducted in the city of Rio de Janeiro and a master's dissertation feature of the author. The results point to a great diversity in the implementation of Program in the researched schools that establish relationships with local level of evidence or discretionary power of individuals inserted in the process of implementation of Public Policy, making the normative norms materialize differently. Implementing Agents.El objetivo principal de este artículo es analizar la implementación del Programa Más Educación (PME), a través de las percepciones y acciones de los coordinadores de la PME y el talleristas de dos escuelas públicas que participan en el Programa, a través de la técnica de entrevistas y observaciones de campo. Teniendo como referencia teórica la investigación de Ball, Maguire y Braun (2016) y Michael Lipsky (2019), el estudio se dirige a investigadores en el campo de la Política Pública y tiene la intención de pensar la Política Educativa desde la perspectiva de sus agentes, que actúan en este proceso en la escuela día a día. Este artículo es el resultado de una investigación más amplia realizada en la ciudad de Río de Janeiro y un recorte de la disertación de maestría del autor. Los resultados apuntan a una gran diversidad en la implementación del Programa en las escuelas investigadas y que las relaciones construidas a nivel local muestran el poder discrecional de los sujetos insertados en el proceso de implementación de Políticas Públicas, haciendo que las reglas se materialicen de diferentes maneras. Agentes Implementadores.O objetivo central deste artigo é analisar a implementação do Programa Mais Educação (PME), por meio das percepções e atuações dos coordenadores do PME e oficineiros de duas escolas públicas participantes do Programa, através da técnica de entrevistas e observações de campo. Tendo como referencial teórico as pesquisas de Ball, Maguire e Braun (2016) e de Michael Lipsky (2019), o estudo se dirige aos pesquisadores no campo das Políticas Públicas e se pretende pensar a Política Educacional na perspectiva de seus agentes, que atuam nesse processo no dia a dia escolar. Este artigo é fruto de uma pesquisa mais abrangente realizada no município do Rio de Janeiro e um recorte da dissertação de mestrado do autor. Os resultados apontam para uma grande diversidade na implementação do Programa nas escolas pesquisadas e que as relações construídas em nível local evidenciam o poder discricionário dos sujeitos inseridos no processo de implementação da Política Pública, fazendo com que as normativas se materializem de maneiras distintas.
