Building a Globally Structured Agenda for Education: the categories of evaluation and quality of education for UNESCO

Resumo: This article deals with the Globally Structured Agenda for Education (GSAE) and the concepts of quality of education and evaluation used in the production of national documents on education policies for Early Childhood Education as part of this agenda and materialized by the United Nations Educational, Scientific and Cultural Organization (UNESCO). The objective was to understand how UNESCO operates in the recommendations for the preparation of these documents and directs the actions for Early Childhood Education. The research results indicate that, in recent decades, there has been advances in discussions on education policies for Early Childhood Education, and that UNESCO proposes recommendations as an effective part of the GSAE for this modality of teaching, aiming at the formation of human capital from Early Childhood Education, structured by the common knowledge base, strengthening and subsidizing the role that is up to Brazil in the international division of labor. El objetivo fue comprender cómo opera la Unesco en las recomendaciones para la preparación de estos documentos y dirige las acciones para la Educación Infantil. Los resultados de la investigación muestran que, en las últimas décadas, ha habido avances en las discusiones sobre políticas educativas para la Educación Infantil y que la Unesco propone recomendaciones como una parte efectiva de la AGEE para esta modalidad de enseñanza, visando la formación de capital humano desde la Educación Infantil, estructurada por la base común de conocimientos, fortaleciendo y subsidiando el papel que cabe a Brasil en la división internacional del trabajo. Calidad de la educación.  Este artigo trata da Agenda Globalmente Estruturada para a Educação (AGEE) e dos conceitos de qualidade da educação e avaliação utilizados na produção de documentos nacionais sobre políticas educacionais para a Educação Infantil como parte dessa agenda e materializada pela Organização das Nações Unidas para Educação, Ciência e Cultura (Unesco). O objetivo foi compreender como a Unesco atua nas recomendações para a elaboração desses documentos e direciona as ações para a Educação Infantil. Os resultados da pesquisa apontam que, nas últimas décadas, houve avanços nas discussões sobre as políticas educacionais para a Educação Infantil e que a Unesco propõe recomendações como parte efetiva da AGEE para essa etapa de ensino, visando a formação do capital humano desde a Educação Infantil, estruturada pela base comum de conhecimentos, fortalecendo e subsidiando o papel que cabe ao Brasil na divisão internacional do trabalho.
