FROM MAIS EDUCAÇÃO TO THE NOVO MAIS EDUCAÇÃO: FEDERAL GOVERNMENT FINANCING OF FULL-TIME IN SCHOOLS

Resumo: The objective of this article is to analyze the movements of federal financing of full-time education policy, undertaken following the replacement of the Mais Educação Program by the Novo Mais Educação Program. Using a quantitative and equalitative approach, the study is based on bibliographical research, based on theoretical references that deal with integral and full-time education and based on documentary research, the article examines the documents published by the federal government that deal with the financing of the aforementioned programs via Programa Dinheiro Direto na Escola. Among its results, it reveals, a priori, the mark of discontinuity in policies that encourage full-time education in the country. It was found that both programs used the financing transferred directly to schools as a strategy to induce their implementation and capillarity in the public networks of subnational bodies. Also, it was observed that delays in sending financial resources contributed to the delay in starting the program's activities as well as to its interruption by schools.

De carácter cuantitativo y cualitativo, el estudio se basa en una investigación bibliográfica, en base a referentes teóricos que abordan la educación a tiempo completo y de tiempo completo y en base a una investigación documental, el artículo examina los documentos publicados por el gobierno federal que tratan sobre el financiamiento de los programas antes mencionados a través del Programa Dinheiro Direto na Escola. Entre sus resultados, revela, a priori, la marca de discontinuidad en las políticas que incentivan la educación a tiempo completo en el país. Se observó que ambos programas utilizaron el financiamiento transferido directamente a las escuelas como estrategia para inducir su implementación y capilaridad en las redes públicas de los organismos subnacionales. Además, se observó que los retrasos en el envío de recursos financieros contribuyeron al retraso en el inicio de las actividades del programa, así como a su interrupción por parte de las escuelas.O objetivo deste artigo é analisar os mo(vi)mentos do financiamento federal da política de educação em tempo integral, empreendidos a partir da substituição do Programa Mais Educação pelo Programa Novo Mais Educação. De natureza quanti-qualitativa o estudo tem por base a pesquisa bibliográfica, a partir de referenciais teóricos que tratam da educação integral e do tempo integral e alicerçado na pesquisa documental, o artigo examina os documentos editados pelo governo federal que tratam do financiamento dos referidos programas via Programa Dinheiro Direto na Escola. Entre seus resultados, revela, a priori, a marca da descontinuidade nas políticas indutoras da educação em tempo integral no país. Constatou-se que ambos os programas utilizaram o financiamento repassado diretamente às escolas como estratégia de indução à sua implementação e capilaridade nas redes públicas das instâncias subnacionais.
