MAPPING CONSERVATISM IN BRAZILIAN EDUCATIONAL POLICY

Resumo: | This article aims to contribute to the development of the concept of conservatism in the Brazilian educational policy context, through analyses that integrate a research project about the topic. The theoretical assumption we present derives of an investigation that examines political networks under the scope of the advance of conservatism in education, through the mobilization of the categories of “conservative alliance” and “articulation”. The research that subsidizes this work is guided by the methodology of network ethnography (BALL, 2014). In this manuscript, we demonstrate the importance of operating with the concept of conservatism considering the current conservative wave in Brazilian education. For that, we point ou the contributions of Apple (2003; 2013), Moll (2010) and Lacerda (2019). After that, we illustrate this theoretical discussions through a brief analysis of the process of militarization of education in Brazil. Finally, we present an understanding of conservatism in current Brazilian educational policy, summarizing some of these authors’ arguments and discriminating some elements of current conservatism. Conclusions discuss how some features of conservatism according to Apple, Moll and Lacerda can contribute to better understanding conservatism in Brazilian education policy, but also how challenges persist in regard to the development of the concept of conservatism considering Brazilian specificities. |

La propuesta teórica que aquí se presenta es el resultado de una investigación dedicada a examinar las redes políticas en el ámbito del avance del conservadurismo en la educación, movilizando las categorías de “alianza conservadora” y “articulación”. La investigación que sostiene ese trabajo está guiada por la metodología de la etnografía en red (BALL, 2014). A lo largo de ese manuscrito, se demuestra la importancia de operar con el concepto de conservadurismo ante la actual ola conservadora en la educación brasileña. Para tanto, se apuntan contribuciones a partir de los estudios de Apple (2003; 2013), Moll (2010) y Lacerda (2019). Em la secuencia, se ilustran esas discusiones teóricas a través de un breve análisis del proceso de militarización de la educación en Brasil. Por fin, se presenta el entendimiento de lo que es el conservadurismo en la política educativa brasileña actual, resumiendo algunos de los argumentos de los autores y la autora estudiados y se enumeran algunos elementos, basados en el análisis, de este conservadurismo actual. Concluyese demostrando que las características aportadas por Apple, Moll y Lacerda pueden contribuir para comprender el conservadurismo en la política educativa brasileña, pero aún persisten desafíos en relación al desarrollo de ese concepto ante las especificidades de Brasil.Este artigo tem como objetivo contribuir no desenvolvimento do conceito de conservadorismo no contexto da política educacional brasileira, a partir de análises construídas em projeto de pesquisa acerca dessa temática. A proposição teórica que aqui apresentamos é decorrente de investigação dedicada a examinar redes políticas no escopo do avanço do conservadorismo na educação, mobilizando-se as categorias de “aliança conservadora" e “articulação”. A pesquisa que subsidia este trabalho é orientada pela metodologia da etnografia de redes (BALL, 2014). Ao longo deste manuscrito, demonstra-se a importância de operar com o conceito de conservadorismo tendo em vista a atual onda conservadora na educação brasileira. Para tanto, apontam-se contribuições a partir dos estudos de Apple (2003; 2013), Moll (2010) e Lacerda (2019). Na sequência, ilustram-se essas discussões teóricas por meio de uma breve análise do processo de militarização da educação no Brasil. Por fim, apresenta-se o entendimento do que é o conservadorismo na atual política educacional brasileira, sintetizando alguns dos argumentos dos autores e da autora estudados e elencam-se alguns elementos, a partir da análise, deste atual conservadorismo.
