BRAZIL'S FOREIGN POLICY IN THE TIME OF THE BOLSONARO GOVERNMENT

Resumo: | This article produces a mapping on the main pillars of the Bolsonaro government's foreign policy in Brazil and represents a first search for rationality to understand the Bolsonaro government's foreign policy as part of the current power project in Brazil. To this end, the three pillars on which this policy is based are identified and briefly characterized (“ideological political core”, “liberal-conservative economic policy” and the “security and defense” complex). This triple support is evaluated from the domestic, international and regional levels. The analytical prism that guides this characterization assumes foreign policy as a public policy, which involves a wide range of actors and interests. Such an arc implies a cohabitation of cooperation and competition between the social, political and economic segments that nourish the Bolsonaro government's external agenda. Between conservative values and poor management in the pandemic, the non-existent priority space given to the relationship with the strategic environment is evident. |

Para ello, se identifican y caracterizan brevemente los tres pilares sobre los que se asienta esta política (“núcleo político ideológico”, “política económica liberal-conservadora” y el complejo “seguridad y defensa”). Este triple apoyo se evalúa desde el ámbito nacional, internacional y regional. El prisma analítico que guía esta caracterización asume la política exterior como una política pública, que involucra a una amplia gama de actores e intereses. Tal arco implica una convivencia de cooperación y competencia entre los segmentos sociales, políticos y económicos que nutren la agenda externa del gobierno de Bolsonaro. Entre valores conservadores y mala gestión en la pandemia, se evidencia el inexistente espacio prioritario que se le da a la relación con el entorno estratégico.Este artigo produz um mapeamento sobre os principais pilares da política externa do governo Bolsonaro no Brasil e representa uma primeira busca de racionalidade para compreender a política externa do governo Bolsonaro como parte do projeto de poder vigente no Brasil. Com tal propósito, são identificados e brevemente caracterizados os três pilares sobre os quais essa política se sustenta (“núcleo político ideológico”, “política econômica liberal-conservadora” e que o complexo de “segurança e defesa”). Esta tripla sustentação é avaliada a partir dos âmbitos doméstico, internacional e regional. O prisma analítico que orienta essa caracterização supõe a política externa como uma política pública, que envolve um arco abrangente de atores e interesses. Tal arco implica uma coabitação de cooperação e competição entre os segmentos sociais, políticos e econômicos que nutrem a agenda externa do governo Bolsonaro.
