The general objective of this study was to perform a critical analysis of the purchasing process of the Brazilian Federal Government, notably in the electronic trading, in order to highlight the main difficulties and weaknesses of the current system, and from this analysis to evaluate new contracting strategies that could improve this system. The locus of the research was the Federal Public Administration, in general, responsible for the State's management power, and whose process is related to its primary functions, which are to execute and manage public procurement in Brazil. The theoretical framework addressed the concepts of government procurement, public bidding (especially electronic trading), public procurement systems, as well as Blockchain technology and Intelligent Contracts. In the method, from a qualitative approach, semi-structured interviews were carried out in two moments of the research: the first, to confirm the findings (fragilities) in the critical analysis; and the second, to verify the applicability of the Intelligent Contracts in the Brazilian government purchases, as a promising alternative to solve the main problems and weaknesses identified in the present study. These interviews were evaluated from a content analysis. As a result, the issues related to public procurement systems were highlighted as the main fragilities of the current system, in which the respondents, on a recurring basis, cited multiple problems related to them. One of them points out that "problems related to procurement systems are a problem that the government suffers not only with the bidding system but with the system as a whole." In the end, it was suggested by the author and confirmed by means of an interview, that a promising alternative for Brazilian government purchases are the Intelligent Contracts with Blockchain technology, for representing a new paradigm of contractual interaction and for being an innovative and disruptive solution, besides to provide greater transparency and audibility in public procurement processes.
