Resumo: | This study aimed to discuss the portrait of inequality in public funding of basic education, from the investigation of student spending by federated entities. To this end, the research focused on the perception of the importance of financing in Brazilian federative history, the reflection of the interactions between equality and inequality, the evolution of the policy of distribution of resources for education and the alignment in the form of monitoring public spending on education. students of basic education. The research was supported by the finding of insufficient resources and the need to equalize student spending in the funding policy, to provide a horizon for improving school conditions (Pinto, 2018; Amaral, 2013, Martins, 2011; Cury, 2007), and the need to reexamine the inequality that marks the Brazilian educational system (Santos and Nunes, 2012; Abrucio, 2010; Sen, 2001; Saviani, 1999). The basis for the study was the exploration of the Information System on Public Budgeting in Education (Siope), designed by the Federal Government to monitor public spending by states and municipalities. Revenues and expenses with education related to the Fund for the Maintenance and Development of Basic Education and the Appreciation of Educational Professionals (Fundeb) and other own executions by the entities were analyzed, framing the real amount spent by the student in comparison with the territorial information, demographic, educational and performance appraisal, to know the national reality of spending on basic education, and what level of equality / inequality exists among subnational entities. The temporal cut of the data analysis of Siope related the period from 2008 to 2017, for all municipal entities, starting when it started to have data quality control and ending with the end of the research collection period. This is an exploratory and descriptive research of quantitative and qualitative approach, historical and empirical in nature, outlined by the methodology of Quantitative Grounded Theory (QGT), grounded theory based on quantitative data (Glaser, 2008), using statistics and multivariate analysis to reach the language of the different variables tracked over time by the Siope database, resulting in the generation of relationships that confirm the need to foster the monitoring of education funding, to change the situation of educational inequality in the country. Microsoft Office Pentaho Open Source Business Intelligence, MicroStrategy, SPSS Statistics, BioEstat, and Excel applications are used as mining tools, organization, and information analysis. The analysis of comparisons of the Brazilian characteristic segments allowed us to identify the population and educational cuts with the highest level of inequality, considering the amount spent by students of basic education, concluding that the distribution of resources between states and municipalities can be better equalized, so that education systems can have better structuring conditions for students' access and stay in school, and alignment with Siope monitoring can be better established within Fundeb, especially by complementing the Union, so that it can be improved education financing policy, according to the need of the country's education systems. |

Foram analisadas as receitas e despesas realizadas com ensino, relacionadas ao Fundo de Manuten????o e Desenvolvimento da Educa????o B??sica e de Valoriza????o dos Profissionais da Educa????o (Fundeb) e demais execu????es pr??prias por parte dos entes, enquadrando o real valor gasto aluno em compara????es ??s informa????es territoriais, demogr??ficas, educacionais e de avalia????o de desempenho, de modo a conhecer a realidade nacional do gasto na educa????o b??sica, e qual o n??vel de igualdade/desigualdade existe entre os entes subnacionais. O corte temporal de an??lise dos dados do Siope relacionou o per??odo entre 2008 a 2017, para todos os entes municipais, iniciando quando passou a contar com controle de qualidade dos dados e finalizando com o final do per??odo de coleta da investiga????o. Trata-se de uma pesquisa explorat??ria e descritiva de abordagem quantitativa e qualitativa, de natureza hist??rica e emp??rica, delineada pela metodologia da Quantitative Grounded Theory (QGT), Teoria Fundamentada baseada nos Dados Quantitativos (Glaser, 2008), utilizando estat??stica e an??lise multivariada para alcan??ar a linguagem das diferentes vari??veis rastreadas ao longo do tempo pelo banco de dados do Siope, resultando na gera????o das rela????es que confirmam a necessidade de fomentar o monitoramento do financiamento do ensino, para alterar a situa????o de desigualdade educacional no Pa??s. O corte temporal de an??lise dos dados do Siope relacionou o per??odo entre 2008 a 2017, para todos os entes municipais, iniciando quando passou a contar com controle de qualidade dos dados e finalizando com o final do per??odo de coleta da investiga????o. Trata-se de uma pesquisa explorat??ria e descritiva de abordagem quantitativa e qualitativa, de natureza hist??rica e emp??rica, delineada pela metodologia da Quantitative Grounded Theory (QGT), Teoria Fundamentada baseada nos Dados Quantitativos (Glaser, 2008), utilizando estat??stica e an??lise multivariada para alcan??ar a linguagem das diferentes vari??veis rastreadas ao longo do tempo pelo banco de dados do Siope, resultando na gera????o das rela????es que confirmam a necessidade de fomentar o monitoramento do financiamento do ensino, para alterar a situa????o de desigualdade educacional no Pa??s. Para isso, foram utilizados os aplicativos Pentaho Open Source Business Intelligence, MicroStrategy, SPSS Statistics, BioEstat e Excel da Microsoft Office como ferramentas de minera????o, organiza????o e an??lise de informa????es. A an??lise das compara????es dos segmentos caracter??sticos brasileiros permitiu identificar os recortes populacionais e educacionais com maior n??vel de desigualdade, tendo-se em vista o valor gasto aluno da educa????o b??sica, concluindo que as distribui????es de recursos entre Estados e Munic??pios podem ser mais bem equalizadas, de modo que os sistemas de ensino possam ter melhores condi????es estruturantes para o acesso e perman??ncia dos estudantes na escola, e o alinhamento com o monitoramento do Siope pode ser melhor estabelecido no ??mbito do Fundeb, especialmente pela complementa????o da Uni??o, para que possa ser aprimorada a pol??tica de financiamento da educa????o, de acordo com a necessidade dos sistemas de ensino do Pa??s. |

This study aimed to discuss the portrait of inequality in public funding of basic education, from the investigation of student spending by federated entities. To this end, the research focused on the perception of the importance of financing in Brazilian federative history, the reflection of the interactions between equality and inequality, the evolution of the policy of distribution of resources for education and the alignment in the form of monitoring public spending on education. students of basic education. The research was supported by the finding of insufficient resources and the need to equalize student spending in the funding policy, to provide a horizon for improving school conditions (Pinto, 2018; Amaral, 2013, Martins, 2011; Cury, 2007), and the need to reexamine the inequality that marks the Brazilian educational system (Santos and Nunes, 2012; Abrucio, 2010; Sen, 2001; Saviani, 1999). The basis for the study was the exploration of the Information System on Public Budgeting in Education (Siope), designed by the Federal Government to monitor public spending by states and municipalities. Revenues and expenses with education related to the Fund for the Maintenance and Development of Basic Education and the Appreciation of Educational Professionals (Fundeb) and other own executions by the entities were analyzed, framing the real amount spent by the student in comparison with the territorial information, demographic, educational and performance appraisal, to know the national reality of spending on basic education, and what level of equality / inequality exists among subnational entities. The temporal cut of the data analysis of Siope related the period from 2008 to 2017, for all municipal entities, starting when it started to have data quality control and ending with the end of the research collection period. This is an exploratory and descriptive research of quantitative and qualitative approach, historical and empirical in nature, outlined by the methodology of Quantitative Grounded Theory (QGT), grounded theory based on quantitative data (Glaser, 2008), using statistics and multivariate analysis to reach the language of the different variables tracked over time by the Siope database, resulting in the generation of relationships that confirm the need to foster the monitoring of education funding, to change the situation of educational inequality in the country. Microsoft Office Pentaho Open Source Business Intelligence, MicroStrategy, SPSS Statistics, BioEstat, and Excel applications are used as mining tools, organization, and information analysis. The analysis of comparisons of the Brazilian characteristic segments allowed us to identify the population and educational cuts with the highest level of inequality, considering the amount spent by students of basic education, concluding that the distribution of resources between states and municipalities can be better equalized, so that education systems can have better structuring conditions for students' access and stay in school, and alignment with Siope monitoring can be better established within Fundeb, especially by complementing the Union, so that it can be improved education financing policy, according to the need of the country's education systems. |
