Resumo: | The dissertation approach with the theme "satisfaction and value perception" in the search line in the Graduate Program in Strategy Management, Professional Master in Management UNICENTRO. Therefore, this study aimed to understand the perception of value and job satisfaction of civil workers in the city of Candói / PR, course of graduates specialization in Municipal Public Management in distance education . The objectives were: to characterize the profile of the public of the Municipality of Candói servers that completed the course of Municipal Public Management in the 2010- 2015; Describe the elements that attach to the satisfaction or dissatisfaction of the servers in regard to the training received before, during and after the course of GPM end of this and investigate from the perspective of public servants surveyed if there was indeed a professional improvement after the course. In this sense the research was configured as a case study of a descriptive, was elected a qualitative research approach in two investigative steps simultaneously. In the first stage of the research, carried out a literature review of scientific production of national and international researchers. In turn, the second investigative stage of research took place through field research, applied the research instrument in the form of semi-structured interviews as the main technique for data collection and also included the use of three collection techniques data: documentary research, simple observation and the field diary, which has all the eleven interviews. These interviewers were chosen in a targeted manner, ie, to be municipal management and are graduates of the specialization Public Management Municipal UAB/UNICENTRO in the 2010 to 2015 period after the completion of the two investigative steps in data collection was a triangulation with the records made during the observation. With the transcribed data was held on thematic categorical analysis focused. Through these results, it is concluded that, the proposal of Distance Education in the context of municipal public management should not be seen as responsible for solving the problems of public administration and nor would it be the ideal proposal. The responsibility given to everyone is to develop ideas, opinions, positions, reflections and criticisms that may constitute alternatives to face problems constructed by social and resulting relationships of the current economic situation and to act as a mechanism that facilitates the process of training and training of civil servants. It emphasizes further that the servers realized the value returned for personal and non-working life. In this sense, it is suggested that, for best results of this research, the Job and Salary Plan should be implemented in the Municipality and also replicate the research in another larger city. |

In this sense, it is suggested that, for best results of this research, the Job and Salary Plan should be implemented in the Municipality and also replicate the research in another larger city.A dissertação aborda o tema “satisfação e a percepção de valor” na linha de pesquisa em estratégia do Programa de Pós-Graduação em Administração, Mestrado Profissional em Administração da UNICENTRO, com o objetivo de compreender a percepção de valor e a satisfação profissional dos servidores públicos do Município de Candói/PR, egressos do curso de especialização em Gestão Pública Municipal na modalidade EaD. Para tanto, os objetivos específicos delineados foram os seguintes: Caracterizar o perfil dos servidores públicos do Município de Candói que concluíram o curso de Gestão Pública Municipal no período de 2010 a 2015; Descrever os elementos que atribuem à satisfação ou insatisfação, dos servidores no que se refere à formação recebida antes, durante e após o término do curso de GPM e Constatar a partir da ótica dos servidores públicos pesquisados se houve de fato um aprimoramento profissional após o término do curso. A pesquisa realizada configurou-se como sendo um estudo de caso de natureza descritiva e elegeu-se uma abordagem de pesquisa qualitativa em duas etapas investigativas, de maneira simultânea. Na primeira etapa realizou-se uma pesquisa bibliográfica da produção científica de pesquisadores nacionais e internacionais. Por sua vez, a segunda etapa investigativa de pesquisa deu-se por meio da pesquisa de campo. Aplicou-se o instrumento de pesquisa, em forma de entrevistas semiestruturadas, como técnica principal de coleta de dados e ainda contemplou-se a utilização de mais três técnicas de coleta de dados: a pesquisa documental, a observação simples e o diário de campo, que contemplou a realização de onze entrevistas. Estes entrevistados foram escolhidos de forma direcionada, ou seja, por serem servidores públicos municipais e serem egressos do de especialização Gestão Pública Municipal UAB/UNICENTRO no período de 2010 a 2015. Após a realização das duas etapas investigativas da coleta de dados, realizouse uma triangulação com os registros efetuados durante a observação. Com os dados transcritos, realizou-se a análise categorial temática, focada no conteúdo. Por meio dos resultados encontrados, conclui-se que a proposta da Educação à distância, no contexto de gestão Pública Municipal, não deve ser vista como a responsável pela resolução dos problemas da administração pública e nem seria a proposta ideal. A responsabilidade atribuída a todos é de desenvolver ideias, opiniões, posicionamentos, reflexões e críticas que poderão constituir alternativas para o enfrentamento de problemas construídos pelas relações sociais e resultantes da atual conjuntura econômica e de atuar como um mecanismo que viabiliza o processo de formação e de capacitação do servidor público. Enfatiza-se ainda, que os servidores perceberam o valor agregado voltado para a vida pessoal e não profissional.
