POLICY ON RETRAINING OF COMMUNE-LEVEL CADRES AND CIVIL SERVANTS: A SURVEY IN VIETNAM

Resumo: | The operational effectiveness of the local government apparatus and contingent of cadres and civil servants depends greatly on the quantity, quality and capacity of the contingent of cadres and civil servants in that apparatus. Therefore, improving the efficiency of training and fostering professional qualifications, skills and capacity for the contingent of cadres and civil servants at commune level in Vietnam is necessary and constantly promoted in the coming time to meet the needs of the community. meet the requirements of the new context. In the context of globalization, international economic integration and the industrial revolution 4.0, it is increasingly affecting all socio-economic activities, including the activities of government apparatus at all levels. The training and retraining for commune-level cadres and civil servants in Vietnam is an important strategy, contributing to the building of a strong grassroots political system, which plays a decisive role in mastering and organizing public affairs effectively implement the guidelines of the Party, policies and laws of the State of Vietnam today. The article uses the method of reviewing documents related to the policy of fostering cadres and civil servants, collecting secondary data to analyze the contents of the policy on fostering commune-level cadres and civil servants in Vietnam. From there, summarize the strengths and weaknesses of this work and analyze the context and conditions of administrative reform in Vietnam as well as the context of international economic integration and the sweeping industrial revolution 4.0. all around the world. From there, the research team proposes policy implications for fostering the contingent of commune-level cadres and civil servants in Vietnam. |

Portanto, melhorar a eficiência do treinamento e fomentar as qualificações profissionais, habilidades e capacidade do contingente de quadros e funcionários públicos a nível comunitário no Vietnã é necessário e constantemente promovido nos próximos tempos para atender às necessidades da comunidade. atender às exigências do novo contexto. O artigo utiliza o método de revisão de documentos relacionados à política de incentivo de quadros e funcionários públicos, coletando dados secundários para analisar o conteúdo da política de incentivo de quadros e funcionários públicos de nível comunitário no Vietnã. A partir daí, resumir os pontos fortes e fracos deste trabalho e analisar o contexto e as condições da reforma administrativa no Vietnã, assim como o contexto da integração econômica internacional e da revolução industrial 4.0. em todo o mundo.
