Decent work for youth: the civilization promise in dependent capitalism

This article analyzes the National Agenda for Decent Work for Youth (ANTDJ), launched in Brazil in 2011. In this way, progress in the elaboration of the Agenda is identified in a context of lack of public policies for youth. However, some constitutive elements of the concept of Decent Work formulated by the ILO are critically problematized, as well as its effectiveness in the face of an increasingly flexible world of work, with the deepening of the precariousness of working relationships and conditions. This study prioritizes a qualitative approach and is guided by Dialectical Historical Materialism. This is an exploratory research, which seeks to approach and deepen the theme, based on bibliographic and documentary research. It is concluded that Decent Work for youth presents itself as a civilizing promise that cannot be fulfilled within the framework of capital, by ignoring the trait of overexploitation of the workforce in dependent economies.
