Resumo: The article aims to analyze the changes introduced by the 2004 Brazilian Nacional Social Assistance Policy regarding the definition of the social assistance user population by linking it to the terms vulnerability and risk. It seeks to highlight whether there has been a shift in the income requirement as the defining element for the public. The study involved a narrative literature review and documentary research based on normative milestones and technical guidelines from the Social Development Ministry providing definitions of the user population from 1988 to 2018. The introduction of the terms vulnerability and risk did not fundamentally alter the definition of the social assistance user public, still failing to encompass the universe of workers in need and maintaining income deprivation as the main access requirement.

Busca-se evidenciar se houve transformação no critério de renda como fator determinante para a identificação desse público. Para tanto realizamos revisão bibliográfica narrativa e análise documental a partir de marcos normativos e orientações técnicas do MDS, abrangendo o período de 1988 a 2018.
