This essay analyses decentralization in the constitucional perspective of the democratization of power at the trhee levels of governament, from the perspective of federalismo. The bibliographic review is used as a methodology. These are the debates that took place during the processo of drafting the Federal Constitution of 1988; analysis of the effetiveness of the decentralization of social policies as the implementation of decentralization as a presupposition of democracy was far from the denates carried out in the period of redemocratization. The limitations that have Always made it difficult to achieve, allied to the new configurations of capitalismo, make it necessary to review the forms of decentralization, with practices that enable the realization of citizenship and seek the rearticulation of progressive forces cable of implementing the strengthening of the State, whith the capacity to coordinate policies aimed at the country’s social and eceonomic develoment.
