Este artigo analisa o posicionamento da EMBRATUR em relação à criação dos primeiros Cursos Superiores de Turismo no Brasil no início da década de 1970. A EMBRATUR, criada em 1966, se envolve em vários aspectos do turismo brasileiro, dentre eles, a qualificação de profissionais para atuar no setor. Neste trabalho, apresenta-se o contexto histórico, compreendendo o período a partir da criação da EMBRATUR até 1976 e a visão de seus primeiros presidentes sobre o ensino superior em turismo, bem como as consequências dos seus posicionamentos. A pesquisa foi realizada com fontes bibliográficas, documentais e orais, sendo as informações analisadas, visando compreender os significados e sentidos dos acontecimentos para a construção de um conhecimento histórico. A EMBRATUR, a partir de seus primeiros presidentes, participou, em algumas gestões, estimulando e apoiando a criação dos cursos e, em outra, especificamente na gestão do terceiro presidente, se posicionando contrária, dificultando a criação de novos cursos superiores de turismo no Brasil.  Embratur and Tourism College Courses in Brazil (1970-1976) - This article analyzes the positioning of Embratur regarding the creation of the first Tourism Colleges Courses in Brazil in the early 1970s. Embratur, established in 1966, engages in various aspects of tourism in Brazil, including the qualification of professionals in the sector. In this paper, we present the historical context, including the period from the creation of Embratur until 1976 and vision of its first presidents on higher education in tourism as well as the consequences of their positions. The survey was conducted with bibliographical, documentary and oral sources, and the information analyzed aiming to understand the significance and meanings of events to construct a historical knowledge. Embratur, from its early presidents, participated in some administrations by encouraging and supporting the creation of courses and, in another, specifically in the management of the third president by positioning contrary, which hindered the creation of new degree courses in tourism in Brazil.
