“In the strike we meet”: reflections on the 2012 federal public education strike

Resumo: The article aims to present a set of reflections on one of the most powerful strikes in federal public education held in 2012. Based on the studies of researchers linked to the Marxist tradition, the text analyzes how the Brazilian bourgeoisie responded to the structural crisis of capitalism and to its repercussions in Brazil, a country marked by its dependent capitalist insertion in the world economy, by carrying out the State counter-reform and higher education that substantiated new faces of the historic Brazilian educational dilemma. From the examination of documents prepared by the strike movement, it considers the strike as a political response to the process of refunctionalization of federal universities carried out by the disruption of the federal teaching career and by the intensification and precariousness of teaching work conditions in federal educational institutions, conducted, in that period, by the PT governments. Finally, it indicates the organizational balance resulting from the strike movement, highlighting the importance of the classist and combative organization of the teaching movement with the leading role of ANDES/National Union of Teachers of Higher Education Institutions.

Basé sur les études de chercheurs liés à la tradition marxiste, le texte analyse comment la bourgeoisie brésilienne a répondu à la crise structurelle du capitalisme et à ses répercussions au Brésil, un pays marqué par son insertion capitaliste dépendante dans l'économie mondiale, par la réalisation de la contre-réforme de l'État et de l'enseignement supérieur qui a consubstantié de nouveaux visages au dilemme éducatif historique brésilien. A partir de l'examen des documents préparés par le mouvement de grève, il considère la grève comme une réponse politique au processus de refonctionnalisation des universités fédérales mené par la déstructuration de la carrière d'enseignant fédéral et l'intensification et la précarisation des conditions de travail des enseignants dans les institutions éducatives fédérales, réalisées dans cette période, par les gouvernements du PT. Il signale enfin l'équilibre organisationnel résultant du mouvement de grève, en soulignant l'importance de l'organisation de classe et militante du mouvement des enseignants avec la direction de l'ANDES/Syndicat national des enseignants des établissements d'enseignement supérieur.O artigo tem como objetivo apresentar um conjunto de reflexões sobre uma das greves mais potentes da educação pública federal realizada no ano de 2012. Fundamentado nos estudos de pesquisadores vinculados à tradição marxista, o texto analisa como a burguesia brasileira respondeu à crise estrutural do capitalismo e aos seus rebatimentos no Brasil, um país marcado por sua inserção capitalista dependente na economia mundial, pela realização da contrarreforma do Estado e da educação superior que consubstanciaram novas faces do histórico dilema educacional brasileiro. A partir do exame de documentos elaborados pelo movimento grevista, considera a greve como uma resposta política ao processo de refuncionalização das universidades federais realizado pela desestruturação da carreira do magistério federal e pela intensificação e precarização das condições de trabalho docente nas instituições federais de ensino, conduzidas, no referido período, pelos governos petistas.
