Resumo: The Linked Caracas project, winner of the 1st prize of the Competition for ParticipatoryProjects in Public Space organized by CCS City 450, is a critical exercise based on the conceptof inoperativity about “other” ways to “activate” the public space from of temporary interventionsthat promote the formation of relationships and ties between citizens, the city and thenature of the popular neighborhood Santa Rosa in Caracas, Venezuela. The so-called “HospitalCity” includes the encounter of Andrés Bello Avenue with San Julián Street, where the Children’sOrthopedic Hospital is located. Although traditionally many people gather in this sector,it does not have adequate spaces for pedestrian traffic or for universal accessibility, nor places of recreation for the inhabitants of the community. In this sense, the proposal brought togethera multidisciplinary group of people: architects, plastic artists, social activists and even institutions,groups and community organizations, which with the support of the inhabitants of thesector themselves managed to “activate” it through participatory work. in different instances.These types of ephemeral interventions, rather than concretely solving the problems of infrastructure,equipment or services of the most vulnerable urban sectors, open instances fordialogue, reflection and criticism about “other” ways and ways of making use of spaces likethis in our cities.

La denominada “Ciudad Hospitalaria” comprende el encuentro de la AvenidaAndrés Bello con la calle San Julián, lugar donde se encuentra el Hospital OrtopédicoInfantil. A pesar de que tradicionalmente se aglomeran muchas personas en este sector, nocuenta con espacios apropiados ni para el tránsito peatonal o para accesibilidad universal, nilugares de esparcimiento para los habitantes de la comunidad. En este sentido, la propuestaaglomeró a un grupo multidisciplinario de personas: arquitectos, artistas plásticos, activistassociales e incluso instituciones, colectivos y organizaciones comunales, los cuales con elapoyo de los mismos habitantes del sector lograron “activarlo” a partir de trabajo participativoen distintas instancias. Este tipo de intervenciones efímeras más que resolver concretamentelos problemas de infraestructura, equipamiento o servicios de los sectores urbanos másvulnerables abren instancias para el diálogo, la reflexión y la crítica sobre “otras” maneras yformas de hacer uso de espacios como éste en nuestras ciudades.O projeto Caracas Vinculada, vencedor do 1º lugar no Concurso de Projetos Participativos em Espaço Público, organizado pela CCS City 450, é proposto como um exercício crítico baseado no conceito de inoperância em "outras" maneiras de "ativar" o espaço público de intervenções temporárias que promovem a formação de relações e laços entre os cidadãos, a cidade e a natureza do bairro popular Santa Rosa em Caracas, Venezuela. O chamado "Cidade Hospital" inclui o encontro da Avenida Andrés Bello com a Rua San Julián, onde está localizado o Hospital Ortopédico Infantil. Embora tradicionalmente muitas pessoas se reúnam neste setor, ele não possui espaços adequados para o tráfego de pedestres ou para acessibilidade universal, nem locais de recreação para os habitantes da comunidade. Nesse sentido, a proposta reuniu um grupo multidisciplinar de pessoas: arquitetos, artistas plásticos, ativistas sociais e até instituições, grupos e organizações comunitárias que, com o apoio dos próprios habitantes do setor, conseguiram "ativá-lo" por meio do trabalho participativo em diferentes instâncias.
