Resumo: The work aims to present the School Board as a mechanism for participation within the school. Focuses on a brief background on School Boards. The 1988 Federal Constitution, in Article 206, paragraph IV, recommends: "Democratic Management of the Public, under the law." The Ceará State Constitution, in Article 215, paragraph V, defines "Democratic Management of the educational institution under the law guaranteed the principles of participation of community representatives." The LDB, in Article 14, states: "The systems will define the rules of the democratic management of public education in basic education, according to their peculiarities and according to the following principles: participation, education professionals in the development of the education program school; II-Participation of communities and local school councils equivalent. "The creation and implementation of the School Board, as public policy of consolidation of democratic management, promotes school autonomy, involving the various segments in the school and community initiatives implemented by the school. It is relevant to this policy, collegial work, democracy and participation. From thisperspective, school autonomy and decentralization are the fundamentals of a new organization of public education. To have a democratic management in schools is essential to have suitable space for new social relationships between the various school segments may occur.

Enfoca-se uma breve contextualização sobre Conselhos Escolares. A Constituição Federal de 1988, no seu artigo 206, inciso IV,preconiza: Gestão Democrática do Sistema Público, na forma da lei.. A Constituição Estadual do Ceará, no seu artigo 215, inciso V, define: .Gestão Democrática da Instituição Escolar na forma da lei, garantidos os princípios da participação de representantes da comunidade.. A LDB, no seu artigo 14, estabelece: .Os sistemas definirão as normas da gestão democrática do ensino público na educação básica, de acordo com as suas peculiaridades e conforme os seguintes princípios: I- Participação dos profissionais da educação na elaboração do projeto pedagógico da escola; II- Participação das comunidades escolar e local em Conselhos equivalentes.. A criação e implantação do Conselho Escolar, como política pública de consolidação da gestão democrática, favorece a autonomia da escola, envolvendo os vários segmentos escolares e a comunidade nas ações implementadas pela escola. É relevante nessa política, trabalho colegiado, a democracia e a participação. Nessa ótica, a autonomia das escolas e a descentralização constituem mecanismos fundamentais de uma nova organização da  educação pública.
