Resumo: The present article is initiated making reference theState sovereignty. In the sequence they approach it question ofthe public ports and the private ports, giving emphasis to theprivate ports of Great-Britain and China. To the end, referencebecomes the regulating agencies, giving to special approach theNational Agency of the Transports - ANTAQ, and its importancein the regulation/fiscalization of the port installations.
