Educação permanente em saúde e a interface com a gestão do cuidado

Resumo: | Since Permanent Education in Health (PEH) is structured on the problematization of the labor process, it is a strategy that transforms professional and organizational practices. In the present study, to analyze the permanent health education as a way to contribute to care management, an itinerary method of research was used, allied to the Culture Circle method which explains Paulo Freire´s dialogic concept based on investigation, participation and problematizing practice. Therefore, the present study had as main goal, to analyze the health educational practice and its relation to care management according to nurse involved in hospital attention. Fifteen supervisor-nurses from a government-run hospital in the northwestern region of the state of Paraná, Brazil, participated in the project between June and July 2014. Data were collected and analyzed according to the theoretical and methodological referential proposed by Paulo Freire. Data collection occurred through the Culture Circle and analysis was undertaken by the transcription of discourses; thematic investigation/research of generative words; coding/decoding; critical revelation that resulted in the following essential themes. Permanent Education in health: Freire´s concept as a subsidy to care management: the theme enhanced that research in health employing Freirean concepts, especially on Permanent Education, were only fledging. Permanent Education in Health: Conceptual Difficulties and Implications for care management: the theme underscored the difficulties mentioned by the participants in the differentiation between educational strategies that may be employed by nurses in the upgrading of the team, or rather, continuous education, education during work and permanent education. The nurses´ concepts on care management: the theme identified that the concept on care management is fragmented between assistance and administration activities and that the main difficulties comprise lack of upgrading of the team, demotivation of health professionals and lack of standardization of techniques and protocols. The essential theme Permanent Health Education and Interface with care management: Capacities and Weaknesses showed that permanent education is perceived by nurses as a process which triggered progress in the welcome practice of the nursing team, with special focus on the development of people and on care management. Results reveal that, according to the perception of the nurses, PEH is a powerful strategy for the qualification of management and care. Further, the Culture Circle promotes efficient and effective educational activities by nurses within the hospital milieu, since it builds collective knowledge based on true situations of work practice. |

Neste estudo, para analisar a Educação Permanente em Saúde como meio que contribui na melhoria da gestão do cuidado, utilizou-se o método Itinerário de pesquisa, aliada à técnica Círculo de Cultura, a qual traduz a concepção dialógica de Paulo Freire, pautada na prática investigativa, participativa e problematizadora. Portanto, o presente estudo teve como objetivo geral, analisar a prática educativa em saúde e sua relação com a gestão do cuidado na perspectiva de enfermeiros envolvidos na atenção hospitalar. Participaram 15 enfermeiros supervisores, de um hospital público, situado na região Noroeste do estado do Paraná, durante o período de maio a julho de 2014. Os dados foram coletados e analisados segundo o referencial teórico e metodológico proposto por Paulo Freire por meio da abordagem qualitativa. Nesse processo, a coleta de dados se deu por meio do Círculo de Cultura e a análise, pela transcrição das falas; investigação temática/pesquisa das palavras geradoras; codificação/descodificação e; desvelamento crítico que, ao final, resultaram nos seguintes temas essenciais: Educação permanente em saúde: a concepção freireana como subsídio à gestão do cuidado. Neste tema foi constatado que pesquisas realizadas no campo da saúde, em especial da Educação Permanente, que se utilizam da concepção freireana são incipientes; Educação Permanente em saúde: dificuldades conceituais e implicação para a gestão do cuidado, na qual se destacou a dificuldade apresentada pelos participantes, na diferenciação entre as estratégias educativas que podem ser utilizadas pelos enfermeiros no processo de qualificação da sua equipe, quais sejam: educação continuada, educação em serviço e educação permanente; Concepção de enfermeiros sobre a gestão do cuidado, o qual identificou que a concepção sobre gestão do cuidado apresenta-se fragmentada entre atividades assistenciais e administrativas e que as principais dificuldades para colocá-la em prática, se relacionam à falta de qualificação da equipe; desmotivação dos profissionais e; falta de padronização de técnicas e procedimentos. Por fim, o tema essencial Educação Permanente em Saúde e a interface com a gestão do cuidado: potencialidades e fragilidades, denotou que a Educação Permanente é percebida pelos enfermeiros como um processo que permite avanços à prática acolhedora da equipe de enfermagem, com foco no desenvolvimento das pessoas e na gestão do cuidado. Concluiu-se que, de acordo com a percepção dos enfermeiros investigados, a EPS conforma-se como estratégia potente para a qualificação da gestão e do cuidado.
