The institutionalization of Distance Education in Brazil: scenarios and perspectives

Resumo: This article aims to reflect about the institutionalization process of Distance Education (DE) in Brazil basedon analysis of activities established by the General Coordinators Forum System Open University of Brazil(UAB) and the Chamber of Distance Learning Association Brazilian University Rectors State and Municipal(ABRUEM). Through documental and bibliography research could be systematized: a brief overview ofDistance Education in Brazil; issues relating to legislation and quality criterion recommended by the Ministryof Education and finally to finish a display of some points that are necessary to build a academic culture ofDistance Education that in the future will serve as regulatory boundary for institutionalization of DistanceEducation in Brazil. Thus, Education and Research Institutions that educate professionals from differentfields of knowledge can get through the Distance Education (DE), alternative to overcome the geographicaldimensions, enabling people from remote areas have access to open and democratic education. Research inthis modality have shown that DE, besides reducing the problems of access to knowledge, can also providequality education and guided practice and social context of the learner.

Por meio de pesquisa documental ebibliográfica pôde ser sistematizado: um breve panorama da Educação a Distância no Brasil; as questõesreferentes à legislação e os critérios de qualidade recomendados pelo Ministério da Educação e, finalmente, olevantamento de alguns pontos necessários à construção de uma cultura acadêmica de EaD que servirãofuturamente como um marco regulatório à Institucionalização da Educação a Distância no Brasil. Assim, asInstituições de Ensino e de Pesquisa que formam profissionais das mais diversas áreas do conhecimentopodem buscar, por meio da Educação a Distância (EaD), alternativas para ultrapassar as dimensõesgeográficas, possibilitando que cidadãos de diferentes regiões tenham acesso a uma boa formação, com aconstrução de uma Educação aberta e democrática.
