Schools´ external evaluation program in Portugal: An analysis focused on the satisfaction of leaders and managers

Resumo: Primary and secondary public schools in Portugal are externally evaluated under the responsibility of the General Inspection of Education and Science (IGEC), starting from 2006. Since eight years after the initial experience has passed, current paper provides the degree of satisfaction with the external evaluation program of school leaders and managers with regard to the reference used, the process followed and the report sent to the schools. Data were collected by a questionnaire survey applied to 372 leaders and school managers: top managers (23 directors, 47 members of school management) and middle managers (90 coordinators of curriculum department and 212 class directors) from 25 schools in northern Portugal. Overall, the results show a higher rate of satisfaction of top managers compared to that by middle managers. With regard to the dimensions in analysis (Reference, Process and Report), it has been observed that the overall percentage of agreement lies between 53.40% (Reference), 69.10% (Report) and 81% (Process), revealing a positive positioning of respondents regarding to the External School Evaluation Program (PAEE).

Tras ocho años de la experiencia inicial, el presente artículo pretende dar a conocer el grado de satisfacción de líderes/gestores de las escuelas en relación a este Programa de Evaluación Externa de las Escuelas (PAEE) en lo que se refiere al referencial usado, al proceso seguido y al informe que es enviado a las escuelas. Los datos fueron recogidos a través de averiguación por cuestionario, aplicado a 372 líderes/gestores escolares: líderes principales (23 directores, 47 elementos de dirección de las escuelas) y líderes intermedios (90 coordinadores de departamento curricular y 212 directores de turma) originarios de 25 escuelas/agrupamientos de escuelas de la zona Norte de Portugal. Globalmente, los resultados muestran mayor índice de satisfacción de los gestores principales comparándose con los gestores intermedios. En lo que se refiere a las dimensiones en análisis (Referencial, Proceso e Informe), se constata que el porcentaje global de concordancia está entre el 53.40% (Referencial), el 69.10% (Informe) y el 81% (Proceso), lo que revela un posicionando bastante positivo de los encuestados frente al PAEE. Em Portugal, as escolas públicas dos ensinos fundamental e médio são sujeitas a uma avaliação externa, realizada sob a responsabilidade da Inspeção Geral de Educação e Ciência (IGEC), que teve início em 2006. Decorridos oito anos após a experiência inicial, o presente artigo visa dar a conhecer o grau de satisfação de líderes/gestores das escolas em relação a este Programa de Avaliação Externa das Escolas (PAEE) no que se refere ao referencial usado, ao processo seguido e ao relatório que é enviado às escolas. Os dados foram recolhidos mediante inquérito por questionário, aplicado a 372 líderes/gestores escolares: líderes de topo (23 diretores, 47 elementos de direção das escolas) e líderes intermédios (90 coordenadores de departamento curricular e 212 diretores de turma) oriundos de 25 escolas/agrupamentos de escolas da zona Norte de Portugal. Globalmente, os resultados mostram maior índice de satisfação dos gestores de topo em comparação com os gestores intermédios.
