Resumo: The paper examines how international human rights standards explain compliance for the reception of Venezuelan refugees in Brazil. In recent years, this country has received a significant number of Venezuelan nationals whose political crisis has caused mass displacement. Laws, resolutions and public policies created for the reception and integration of refugees in Brazil cover the variables that elucidate the practice of the guidelines recommended by international treaties ratified by the country, such as the Universal Declaration of Human Rights, the 1951 Geneva Convention and the Protocol de 1967. The research develops a qualitative case study using the process tracing technique to observe compliance and identify the causal mechanisms that preceded compliance. The results confirm the hypothesis that both international human rights norms and public policies do explain compliance in the case of Brazil.

Nos últimos anos, este país recebeu um número expressivo de nacionais da Venezuela, cuja crise política provocou um deslocamento em massa. Leis, resoluções e políticas públicas criadas para o acolhimento e para integração dos refugiados no Brasil abrangem as variáveis que elucidam a prática das diretrizes recomendadas por tratados internacionais ratificados pelo país, como a Declaração Universal de Direitos Humanos, Convenção de Genebra de 1951 e o Protocolo de 1967. A pesquisa desenvolve um estudo de caso qualitativo com a técnica do process tracing para observar a compliance e identificar os mecanismos causais que precederam o cumprimento.
