Possible paths in real contexts: the Multifunctional Resource Rooms Implementation Program from the perspective of policy translation analysis

Resumo: This work aimed to understand how municipal management translates guidelines of the Multifunctional Resource Rooms Implementation Program. Taking as reference the method of analysis of the policy cycle and the theory of political action, proposed by S. J. Ball and collaborators, a case study was carried out in two Brazilian municipalities. With data gathered from interviews with local managers, in addition to direct observations and documentary analyzes, it was identified that, although some strategies of translation of the policy present themselves in a similar way, the macro coverage policies have different unfolding in different realities as well. This makes flexibility necessary in the translation process of the policies and highlights the need to take into account the characteristics of the field of translation when proposing a public policy.   Keywords: Education policies. Special education.En este trabajo se tuvo como objetivo comprender cómo las gestiones municipales traducen directrices del Programa de Implantación de las Salas de Recursos Multifuncionales. Tomando por referencia el método de análisis del ciclo de políticas y la teoría de la actuación política, propuestos por S. J. Ball y colaboradores, se realizó un estudio de caso en dos municipios brasileños. Con datos obtenidos a partir de entrevistas con gestores locales, además de observaciones directas y análisis documentales, se identificó que, aunque algunas estrategias de traducción de la política se presentan de forma semejante, las políticas de macro alcance tienen diferentes desdoblamientos en realidades también diferentes. Esto hace necesaria la flexibilización en el proceso de traducción de las políticas y pone de manifiesto la necesidad de tener en cuenta las características del campo de traducción al propiciar una política pública.   Palabras-clave: Políticas educativas. Gestión municipal. Educación Especial.Este trabalho objetivou compreender como as gestões municipais traduzem diretrizes do Programa de Implantação das Salas de Recursos Multifuncionais. Tomando-se por referência o método de análise do ciclo de políticas e a teoria da atuação política, propostos por S. J. Ball e colaboradores, realizou-se um estudo de caso em dois municípios brasileiros. Com dados colhidos a partir de entrevistas com gestores locais, além de observações diretas e análises documentais, identificou-se que, ainda que algumas estratégias de tradução da política apresentam-se de forma semelhante, as políticas de macro abrangência têm desdobramentos diferentes em realidades também diferentes. Isso torna necessária a flexibilização no processo de tradução das políticas e evidencia a necessidade de levar-se em conta as características do campo de tradução quando da proposição de uma política pública.   Palavras-chave: Políticas educacionais.
