The regulation of behavior of researchers in Brazilian science: a research problem or a problem for research in Education?

Resumo: This is a paper whose main objective is to present the results of an exploratory research carried out through the sending of a web questionnaire, whose purpose was to survey the opinions of researchers - leaders and vice leaders of research groups - in the area of Education in the five Regions of Brazil on the process of regulating conduct in research in the educational field as part of the Human, Social and Applied Social Sciences (known as CHSSA), currently represented by the Resolution of the National Health Council no. 510/2016. The structure of the questionnaire could be grouped in three parts: the first one with closed questions of characterization of the researcher and the respective Research Group; the second with closed questions entering more precisely the research problem; and the third with open questions, seeking to collect higher quantity and quality of data for analysis. This paper follows the order of the questionnaire, seeking to provide an overview of the researchers’ perception of the educational field about the aforementioned normative that currently regulates behavior in research. As main results regarding the research problem it is possible to point out a dissatisfaction amongst the researchers of the educational field with the current regulation proceeded by the previously mentioned Resolution that follows a tradition of norms with influence of the area of the Health Sciences.   Keywords: Ethics and education. Resolution CNS no. 510/2016.Se trata de un artículo que tiene como objetivo central presentar los resultados de una investigación exploratoria realizada por medio del envío de un cuestionario web, que tuvo como finalidad el levantamiento de opiniones de investigadores - líderes y vice-líderes de grupos de investigación - del área Educación en las cinco regiones de Brasil sobre el proceso de regulación de las conductas en investigación en el campo educacional como parte de las Ciencias Humanas, Sociales y Sociales Aplicadas (CHSSA), actualmente regido por la Resolución del Consejo Nacional de Salud n. 510/2016. La estructura del cuestionario puede ser agrupada en tres partes: la primera, con preguntas cerradas de caracterización del investigador y del respectivo Grupo de Investigación; la segunda, con preguntas cerradas entrando más propiamente en el problema de investigación; y la tercera con preguntas abiertas, buscando recolectar la mayor cantidad y calidad de datos para el análisis. Este artículo sigue el orden del cuestionario, buscando ofrecer un panorama de la percepción de los investigadores del campo educacional sobre la referida normativa, que actualmente reglamenta la conducta en la de investigación. Como principales resultados, en relación al problema de investigación, es posible señalar una insatisfacción de los investigadores del campo educativo con la actual regulación procedente de la referida Resolución, que sigue una tradición de normas con influencias del área de las Ciencias de la Salud.   Palabras clave: Ética y educación. Resolución CNS Nº 510/2016.Trata-se de um artigo que tem como objetivo central apresentar os resultados de uma pesquisa exploratória realizada por meio do envio de questionário web, que teve como finalidade o levantamento de opiniões de pesquisadores - líderes e vice-líderes de grupos de pesquisa - da área da Educação nas cinco Regiões do Brasil sobre o processo de regulação das condutas em pesquisa no campo educacional como parte das Ciências Humanas, Sociais e Sociais Aplicadas (CHSSA), atualmente representado pela Resolução do Conselho Nacional da Saúde Nº 510/2016. A estrutura do questionário pôde ser agrupada em três partes: a primeira com questões fechadas de caracterização do pesquisador e do respectivo Grupo de Pesquisa; a segunda com questões fechadas adentrando mais propriamente o problema de pesquisa; e a terceira com questões abertas, buscando coletar maior quantidade e qualidade de dados para a análise. Este artigo segue a ordem do questionário e procura oferecer um panorama da percepção dos pesquisadores do campo educacional sobre a referida normativa que regulamenta, hoje, a conduta em pesquisa. Como resultados principais com relação ao problema de pesquisa, é possível apontar uma insatisfação dos pesquisadores do campo educacional com a atual regulação procedida pela referida Resolução que segue uma tradição de normas com influência da área das Ciências da Saúde.   Palavras-chave: Ética e educação.
