How the states and capital cities in Brazil deal with school principal’s competences

Resumo: The article discusses state and capital cities experiences in Brazil about the competences and attributions of school principals, identifying the cases of regulation and the form of regulation of the theme. The study was developed from a survey in electronic portals of legislation in the country. The analysis of the data collected was done in a comparative way, observing similarities and differences between the cases studied. The conclusions show that most federated entities analyzed have legislation that regulates the roles of the school principal, with great diversity of aspects regarding their responsibilities. The most frequent aspects refer to institutional attributions, such as representing the school or looking after the school patrimony, as well as the recognition of the school principal as the main articulator of democratic administration and the political-pedagogical project, the latter task being the most repeated among the cases analyzed. El estudio fue desarrollado a partir de recolección en portales electrónicos de legislación en el país. El análisis de los datos fue realizado de forma comparativa, observando similitudes y diferencias entre los casos estudiados. Las conclusiones muestran que la mayoría de las entidades federativas analizadas poseen legislación que regula la función del director escolar, con gran diversidad de aspectos en lo que respecta a sus responsabilidades. Los puntos más frecuentes se refieren a las atribuciones institucionales, como representar a la escuela o el cuidado del patrimonio, así como el reconocimiento del director como articulador de la gestión democrática y del proyecto político-pedagógico, siendo esta última tarea la que más se repite entre los casos analizados. A análise dos dados foi realizada em forma comparativa, observando similitudes e diferenças entre os casos estudados. As conclusões mostram que a maioria dos entes federados analisados possui legislação que regulamenta a função do diretor escolar, com grande diversidade de aspectos no que tange às suas responsabilidades. Os pontos mais frequentes referem-se às atribuições institucionais da direção escolar, como representar a escola ou zelar pelo patrimônio, assim como o reconhecimento do diretor como articulador da gestão democrática e do projeto político-pedagógico, sendo essa última tarefa a que mais se repete entre os casos analisados.
