“To the winner, the potatoes”: classification criteria for journals in the stratum A1 of the Qualis base and competition dynamics in the Education area

Resumo: This article observes the criteria for measuring the Brazilian journals quality according to the parameters established by the Coordination for the Improvement of Higher Education Personnel (CAPES) in the documents referring to Area 38 – Education, of the Technical-Scientific Council of Higher Education and other official agencies. The objective is to understand the indexing growing importance and the use of bibliometric indicators for the classification of journals in stratum A1, highlighting the disputes between actors in the field. The analyzes are theoretically based on the notions of field and scientific capital by Pierre Bourdieu, scientific ethos, imperatives, and Matheus effect, by Robert Merton, as well as on complexity, monoculture, and polyculture, by Leonardo Boff. The results point to the need to rethink protectionist practices, which put the existence of the field at risk, replacing them by engaging in a greater and interdisciplinary dialogue. Disputes between actors.El presente artículo observa los criterios de medición de la calidad de las publicaciones periódicas brasileñas según los parámetros establecidos por la Coordinación de Perfeccionamiento de Personal de Nivel Superior (Capes) en los documentos referentes al Área 38 - Educación, del Consejo Técnico-Científico de Educación Superior y demás organismos oficiales. Se objetiva comprender la importancia creciente de la indexación y de la utilización de indicadores bibliométricos para la clasificación de revistas en el estrato A1, destacando las disputas entre los actores del campo. Los análisis están teóricamente basados en las nociones de campo y capital científico de Pierre Bourdieu, ethos científico, imperativos y efecto Matheus, de Robert Merton, y también en complejidad, monocultura y policultura, de Leonardo Boff. Los resultados apuntan a la necesidad de repensar las prácticas proteccionistas, que ponen en riesgo la existencia del campo, reemplazándolas por entablar un diálogo mayor e interdisciplinario. Disputas entre actores.O presente artigo observa os critérios de aferição da qualidade dos periódicos brasileiros segundo os parâmetros estabelecidos pela Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes) nos documentos alusivos à Área 38 – Educação, do Conselho Técnico-Científico da Educação Superior e demais órgãos oficiais. Objetiva-se compreender a crescente importância da indexação e da utilização de indicadores bibliométricos para a classificação dos periódicos no estrato A1, ressaltando-se as disputas entre os atores do campo. As análises são teoricamente fundamentadas nas noções de campo e de capital científico de Pierre Bourdieu, ethos científico, imperativos e efeito Matheus, de Robert Merton e, ainda, de complexidade, monocultura e policultura, de Leonardo Boff. Os resultados apontam para a necessidade de repensar práticas protecionistas que colocam em risco a existência do campo, substituindo-as pelo engajamento em um diálogo maior e interdisciplinar.
