Teoria e prática na formação docente: estudo das políticas educacionais brasileiras e cubanas

Resumo: Historically, the relationship between theory and practice in the process of initial teaching training has presented itself as a problem of difficult solution. Even when practice is sought as the basis for theory and as a way of knowing about reality, teaching practices in general show themselves as fields of theory application. The changes through which the Brazilian legislation has been passing in relation to teacher training, which arise from changes in the work field and from the influence of multilateral organizations, have privileged practice over the theory. The actual link between theory and practice is an indivisible process where one dimension is not dissolved in the other. For this reason, through the CAPES/MES-Cuba agreement, this research develops a comparative study between Brazil and Cuba. This latter country is nowadays adopting an innovative proposal for graduation, bringing together education and work and having as a goal the generalization of the Higher Education. The methodological basis considered in the present work is built upon Gramsci, a thinker who ponders on the role of intellectuals on social changes and who supports himself on Marx’s historical and dialectical materialism, which considers the inherent contradictions of the analyzed process. The goal is to contribute in the search of solutions for the problems presented by contemporary policies of teaching formation through comparative studies, always focusing in quality education and the promotion of interchange experiences in the area of compared education. Comparative education.Historicamente, a relação entre teoria e prática no processo de formação docente tem se apresentado como um problema de difícil solução. Ainda que se busque a prática como fundamento da teoria e meio de conhecimento da realidade, as práticas de ensino, em geral, se mostram como campos de aplicação da teoria. As mudanças pelas quais vem passando a legislação brasileira no que se refere à formação de professores, decorrentes de ajustes pelos quais atravessa o mundo do trabalho e influências de organismos multilaterais, têm privilegiado a prática em detrimento da teoria. A efetiva relação entre teoria e prática é um processo indissociável, que não dissolve uma dimensão na outra. Por essa razão, por meio do convênio CAPES/MES-Cuba, a pesquisa desenvolve um estudo comparado entre Brasil e Cuba, país que, atualmente, está adotando uma proposta de graduação inovadora nessa perspectiva, unindo ensino e trabalho, tendo em vista a universalização da educação superior. A base metodológica considerada, no presente trabalho é fundamentada em Gramsci, pensador que reflete sobre o papel dos intelectuais na transformação da sociedade e apóia-se no materialismo histórico e dialético de Marx, que leva em consideração as contradições inerentes ao processo analisado. O objetivo é, por meio de estudos comparados, contribuir para a busca de soluções dos problemas apresentados pelas atuais políticas de formação dos professores com vistas a uma educação de qualidade e promoção de intercâmbio na área de educação comparada.
