Tensions and contradictions in the education policies of Lula and Dilma Rousseff administrations: learning from the lessons of the past

Resumo: Education policies carried out by the Lula and Dilma Rousseff administrations were marked by tensions and contradictions with different conceptions of justice. Thus, the objective of the article is to analyze some of these policies, seeking to identify these contradictions. Based on a literature review and a documentary survey, a scenario of ambiguities was identified with actions that, while substantially promoting the right to education of historically marginalized sectors in society, developed mechanisms of meritocratic regulation based on large-scale evaluations that threatened the school trajectory of the most vulnerable. It is an effect of alliances formed by popular-democratic governments with different social groups, among them business ones, whose consequences were not restricted to the educational field. The results point to the need to reflect on these experiences to avoid certain paths that led to the weakening of the school context. Keywords: Education policies. Popular-democratic governments. El objetivo de este artículo es, así, analizar algunas de estas políticas, buscando identificar esas contradicciones. Con base en una revisión bibliográfica y un levantamiento documental, se identificó un escenario de ambigüedades, con acciones que, al mismo tiempo que promovían de forma sustancial el derecho a la educación de sectores históricamente marginados en la sociedad, desarrollaron mecanismos de regulación meritocrática pautados en evaluaciones a gran escala que amenazaban la trayectoria escolar de los más vulnerables. Es un efecto de las alianzas formadas por gobiernos democrático-populares con distintos grupos sociales, entre ellos grupos empresariales, cuyos reflejos no se restringieron solamente al campo educativo. Los resultados apuntan a la necesidad de reflexionar sobre estas experiencias para evitar ciertos caminos que llevaron al debilitamiento del contexto escolar. Palabras clave: Políticas educativas. Com base em uma revisão de literatura e um levantamento documental, identificou-se um cenário de ambiguidades com ações que, ao mesmo tempo que promoveram, de forma substancial, o direito à educação de setores historicamente marginalizados na sociedade, desenvolveram mecanismos de regulação meritocrática pautados nas avaliações em larga escala que ameaçaram a trajetória escolar dos mais vulneráveis.
