The conservative logic of public-private relationship in education that counters democratic management and the quality of public education

Resumo: | This paper aims to analyze the public-private relationship established between the Manaus Municipal Education Secretariat (SEMED-Manaus) and the Ayrton Senna Institute (IAS) with regard to democratic management and improving the quality of education. The theoretical-methodological categories of historical-dialectical materialism - totality, mediation and contradiction - engendered the bibliographic research, documentary research and the organization and analysis of the collected information. The legal and political frameworks of the constitutional principle of Democratic management of Public Education, the analysis of education policies and the conceptions of the quality of education were mediated by the conceptions and approaches of Gadotti (2014), Gentili (2018), Peroni, Oliveira and Fernandes (2009), Cabral Neto and Silva (2001). The analysis revealed that conservatism, present in Brazilian politics, allowed regressions to the achievements of public education and that the quality of education, under the parameters of SEMED-Manaus and IAS partnership, is a commodity that provides individualized access and exclusive distribution of services. Quality of education.Este artículo busca analizar la relación público-privada establecida entre la Secretaría Municipal de Educación de Manaus, Brasil (SEMED/Manaus) y el Instituto Ayrton Senna (IAS) con respecto a la gestión democrática y a la mejora de la calidad de la educación. Las categorías teórico-metodológicas del materialismo histórico-dialéctico - totalidad, mediación y contradicción - engendraron la investigación bibliográfica, investigación documental y organización y análisis de las informaciones recopiladas. Los marcos legales y políticos del principio constitucional de la Gestión democrática de la Educación Pública, el análisis de las políticas educativas y las concepciones de la calidad de la educación estuvieron mediadas por las concepciones y por los enfoques de Gadotti (2014); Gentili (2018); Peroni, Oliveira y Fernandes (2009); Cabral Neto e Silva (2001). El análisis reveló que el conservadurismo, presente en la política brasileña, permitió la regresión a los logros de la Educación Pública y que la calidad de la educación, bajo los parámetros de la asociación SEMED-Manaus e IAS, es una mercadería que proporciona acceso individualizado y distribución excluyente de servicios. Gestión democrática Calidad de la educación.Este artigo visa analisar a relação público-privada estabelecida entre a Secretaria Municipal de Educação de Manaus (SEMED/Manaus) e o Instituto Ayrton Senna (IAS) no que tange à gestão democrática e à melhoria da qualidade da educação. As categorias teórico-metodológicas do materialismo histórico-dialético – totalidade, mediação e contradição – engendraram a pesquisa bibliográfica, a pesquisa documental, a observação, a organização e a análise das informações coletadas. Os marcos legais e políticos do princípio constitucional da gestão democrática do ensino público, a análise das políticas educacionais e as concepções da qualidade da educação foram mediados pelas concepções e pelas abordagens de Gadotti (2014), Gentili (2018), Peroni, Oliveira e Fernandes (2009), Cabral Neto e Silva (2001). A análise revelou que o conservadorismo, presente na política brasileira, possibilitou retrocessos às conquistas da Educação Pública e que a qualidade da educação, sob os parâmetros da parceria SEMED/Manaus e IAS, é uma mercadoria que propicia acesso individualizado e distribuição excludente de serviços.
