THE PRIVATE CONSULTANCY IN EDUCATION MANAGEMENT AT CAMPINAS EDUCATION PUBLIC SYSTEM

Resumo: This article aims at contributing to the comprehension of current managerial reforms that reconfigure the public administration. Within the agreement signed in 2013 between the Municipality of Campinas and Comunitas organization, we analyze specifically the work plan of Falconi Company in articulation with the Municipal Education System, and its proposal of providing a results-based management consultancy. At the same time, this Education System has been implementing a Participatory Institutional Assessment Policy, which intends to be an alternative to managerial policies, in the wake of societal public administration. The article makes a documentary analysis of the private consultancy proposal, place it in a broader context of the Third Way strategies, and discuss to what extent the participation of partner organizations in the management of Campinas educational policy represents a "sum of efforts" in order to improve education, or a confrontation with the logic of participation advocated by Participatory Institutional Assessment Policy. Managerialism.Este artículo pretende contribuir a la comprensión de las reformas gerencialistas actuales que reconfiguran el gobierno con el argumento de que sea más eficaz y capaz para responder a las demandas sociales, mejorando la calidad de la educación pública. Dentro del convenio concluido en 2013 entre el Municipio de Campinas y la organización Comunitas, analizamos específicamente el plan de trabajo de la empresa Falconi en la Red de Educación Municipal, y su propuesta de asesoramiento sobre la gestión basada en los resultados. Al mismo tiempo, esta Red tiene una trayectoria de aplicación de política de evaluación institucional participativa, que surge como una alternativa a las políticas gerencialistas. El artículo hace un análisis dos documentos relacionados com la propuesta de asesoramiento privado, pretende colocarla en un contexto más amplio de las emergentes estrategias de la Tercera Vía en Brasil, y discutir en qué medida la participación de las organizaciones asociadas en la gestión de la política educativa de Campinas representa una "suma de esfuerzos" para el mejoramiento de la educación, o una confrontación a la lógica de participación propugnada por la política de evaluación institucional participativa. Gerencialismo.O artigo busca contribuir com a compreensão das atuais reformas gerencialistas que reconfiguram a administração pública sob o argumento de torná-la mais eficaz e capaz de responder às demandas sociais pela melhoria da qualidade da educação pública. Dentro do convênio firmado em 2013 entre a Prefeitura Municipal de Campinas e a organização Comunitas, analisa-se um eixo de trabalho específico relativo à atuação da empresa interveniente Falconi na Rede Municipal de Ensino, por meio de uma proposta de assessoria de gestão por resultados. Ao mesmo tempo, essa rede possui uma história de implementação de política de Avaliação Institucional Participativa, que se coloca como alternativa às políticas gerencialistas, na esteira da administração pública societal. O artigo faz uma análise documental da proposta de atuação da assessoria, de forma a situá-la em um contexto mais amplo de emergência das estratégias da Terceira Via no Brasil, e problematiza em que medida a participação das organizações parceiras na gestão da política educacional de Campinas representa uma “soma de esforços” pela melhoria da educação, ou distancia-se da lógica de participação defendida pela política de Avaliação Institucional Participativa.
