Advance of conservative policies in the Brazilian High School: the revitalization of historical duality in young people education as policy

Resumo: | This paper aims to analyze the progress of conservative education policies in the Brazilian High School. For this analysis, the Secondary School Reform (Law no. 13.145/2017) and the Programa Novos Caminhos (New Paths Program) are considered. In methodological terms, bibliographic research and document analysis procedures are utilized, based on a qualitative approach. The results reveal that the analyzed policies are instruments that revitalize the historical duality that marks the education of young Brazilians and, aligned with the interests of the capitalist society and the perverse logic of neoliberalism, these policies crave an education geared towards precarious education and qualification of workforce for the market. Therefore, those policies do not have a dialogue with the interests of the working class, which needs comprehensive education that offers, in addition to production of life, conditions for effective human emancipation. Este artículo tiene como propósito analizar el avance de las políticas conservadoras de educación en la Enseñanza Media brasileña. Se propone, para este análisis, la Reforma de la Enseñanza Media (Ley nº13.145/2017) y el Programa Nuevos Caminos. En términos metodológicos, se utilizan los procedimientos de investigación bibliográfica y de análisis documental, partiendo de un abordaje cualitativo. Los resultados muestran que las políticas analizadas son instrumentos revitalizadores de la dualidad histórica que marca la formación de los jóvenes brasileños y que, alineadas a los intereses de la sociedad capitalista y a la lógica perversa del neoliberalismo, anhelan una educación dirigida a la formación precaria y a la calificación de mano de obra para el mercado. Tales políticas, por lo tanto, no dialogan con los intereses de la clase trabajadora, que necesita una formación integral que ofrezca condiciones para, además de la producción de la vida, una efectiva emancipación humana. Este artigo tem como propósito analisar o avanço das políticas conservadoras de educação no Ensino Médio brasileiro. Toma-se, para esta análise, a Reforma do Ensino Médio (Lei Nº 13.145/2017) e o Programa Novos Caminhos. Em termos metodológicos, utilizam-se os procedimentos de pesquisa bibliográfica e de análise documental, a partir de uma abordagem qualitativa. Os resultados revelam que as políticas analisadas são instrumentos revitalizadores da dualidade histórica que marca a formação dos jovens brasileiros e que, alinhadas aos interesses da sociedade capitalista e à lógica perversa do neoliberalismo, anseiam por uma educação voltada à formação precária e à qualificação de mão de obra para o mercado. Tais políticas, portanto, não dialogam com os interesses da classe trabalhadora, que necessita de uma formação integral que ofereça condições para, além de produção da vida, a efetiva emancipação humana.
