State, secondary schools and social organizations: a socio-educational scheme for the inclusion of young people in the Province of Buenos Aires (Argentina)

Resumo: This article analyzes the socioeducational device as part of a network of policies and practices through which relations of power, knowledge and strategies of school inclusion and social integration circulate for the support of secondary schooling for those young people traversed by situations of poverty and vulnerability in three "urban exclusion zones" of the Province of Buenos Aires (Argentina); highlighting the role that organizations, the municipality and social policies are assuming, as well as the links that are being established with educational policies and schools. The first section explores this complexity by analyzing the new forms of state regulation that are being created in the 21st century (Provincial Directorate of Socio-educational Policies, District Management Education Units and Local Councils for the Promotion and Protection of the Rights of Children and Adolescents) - that they challenge the traditional organization of the educational system of the Buenos Aires educational system; reconfiguring the local territory. The second section shows the territorial functioning of the socio-educational in those areas, which would seem to go beyond the prescriptions of integrality, intersectoriality and co-responsibility that the policies carry, reaffirming the hybrid, heterogeneous, fragmented and conflictive nature of the multiregulation framework of government.   Keywords: Socio-educational. Urban exclusion neighborhoods.Este artículo analiza al dispositivo socioeducativo como parte de una trama de políticas y prácticas por la cual circulan relaciones de poder, saberes y estrategias de inclusión escolar e integración social, para el sostenimiento de la escolarización secundaria de aquellos jóvenes atravesados por situaciones de pobreza y vulnerabilidad en tres zonas “urbanas de exclusión” de la Provincia de Buenos Aires (Argentina); destacándose el papel que van asumiendo las organizaciones, el municipio y las políticas sociales, así como las vinculaciones que van estableciendo con las políticas educativas y las escuelas. El primer apartado incursiona en dicha complejidad analizando las nuevas formas de regulación estatal que se van creando en el siglo XXI (Dirección Provincial de Políticas Socioeducativas, Unidades Educativas de Gestión Distrital y Consejos Locales de Promoción y Protección de Derechos de Niños/as y Adolescentes)- que interpelan la tradicional organización del aparato de conducción del sistema educativo bonaerense; reconfigurando el territorio local. El segundo apartado muestra el funcionamiento territorial de lo socioeducativo en dichas zonas, en las que parecerían desbordar las prescripciones de integralidad, intersectorialidad y corresponsabilidad que portan las políticas, reafirmando el carácter híbrido, heterogéneo, fragmentado y conflictivo de la trama multirregulatoria de gobierno.   Palabras clave: Socioeducativo.
