Configurations, limits and perspectives of High School in Brazil: teachers’ quality and valuing

Resumo: This paper aims to problematize issues related to the quality of High School in Brazil and teachers’ valuing, expressed through the articulation of qualification, salary, career and working conditions. Statistical data is mainly used to discuss aspects related to access, permanence and learning/teaching conditions in this phase of Basic Education. Empirical data reveal impoverishment of High School and teachers’ work, and can contribute with the discussion about the definition of public policies aiming to universalize High School with social quality in Brazil. Such comprehension is based on the institution of a National Education System and the proper funding of Basic Education.   Keywords: Educational policy. High School. Quality.

Quality.El objetivo del artículo es problematizar cuestiones relacionadas a la calidad de la Enseñanza Media en Brasil y a la valoración de los profesores, expresada en la articulación entre formación, remuneración, carrera y condiciones de trabajo. Se recurre, sobre todo, a informaciones estadísticas para discutir aspectos relacionados al acceso, permanencia y condiciones de aprendizaje y de enseñanza en la mencionada etapa de la Educación Básica. Los datos empíricos expresan precarización de la escuela media y de la labor docente y pueden contribuir a la discusión sobre definición de políticas de Estado que vengan al encuentro de la universalización de una Enseñanza Media con calidad social en Brasil. Tal comprensión está consubstanciada en la institución de un Sistema Nacional de Educación y en el adecuado financiamiento de la Educación Básica.   Palabras clave: Política Educacional.
