A portrait of enrollments of Special Education and education for the deaf, deafblind, and hearing-impaired students: from Basic Education to Higher Education

Resumo: | Special Education in Brazil has been a school education modality since 1996. In 2021, bilingual education for the deaf also became a modality, both duly regulated by the Brazilian National Education Guidelines and Framework Law – Law no. 9.394/1996. Therefore, the aim of this paper is to present a historical series overview, from 2016 to 2020, of students enrolled in Special Education, highlighting the enrollment of deaf, deafblind and hearing-impaired students in Basic Education and Higher Education. To achieve the objective outlined, statistical synopses of Basic Education and Higher Education are used, considering quantitative and qualitative aspects, in a descriptive research, based on Creswell (2010) and Gil (2008). The results indicate a well-established Special Education system, with enrollment percentages increasing year by year. The segment represented by deaf, deafblind, and hearing-impaired individuals has a more modest enrollment growth relative to other Special Education populations. Keywords: Basic Education. En 2021, la educación bilingüe para sordos pasó a ser también una modalidad, ambas debidamente reguladas por la Ley de Directrices y Bases de la Educación Nacional – Lei no 9.394/1996. Así, el objetivo en este artículo es presentar un panorama en serie histórica, de 2016 a 2020, de los estudiantes con matrícula en Educación Especial, destacando la de los estudiantes sordos, sordociegos y con discapacidad auditiva de la Educación Primaria y de la Enseñanza Superior brasileña. Para lograr el objetivo delineado, se utilizaron sinopsis estadísticas de la educación básica y superior, considerando aspectos cuantitativos y cualitativos en una investigación descriptiva, con base en Creswell (2010) y Gil (2008). Los resultados señalan una Educación Especial bastante consolidada, con porcentajes de matrículas creciendo año tras año. El segmento representado por personas sordas, sordociegas y con discapacidad auditiva muestra un crecimiento en la matrícula más tímido en términos relativos en comparación con los demás públicos de la Educación Especial. Em 2021, a educação bilíngue de surdos passou a ser, também, uma modalidade, ambas devidamente regulamentadas pela Lei de Diretrizes e Bases da Educação Nacional – Lei no 9.394/1996. Assim sendo, objetiva-se, neste artigo, apresentar um panorama em série histórica, de 2016 a 2020, dos estudantes com matrícula na Educação Especial, destacando as dos estudantes surdos, surdocegos e com deficiência auditiva na Educação Básica e na Educação Superior. Para alcançar o objetivo aqui delineado, vale-se de sinopses estatísticas da Educação Básica e da Educação Superior, considerando aspectos quanti-qualitativos, em uma pesquisa descritiva, com base em Creswell (2010) e Gil (2008). Os resultados apontam para uma Educação Especial bastante consolidada, com percentuais de matrículas crescendo ano a ano. O segmento representado pelas pessoas surdas, surdocegas e com deficiência auditiva têm matrículas com crescimento mais tímido em termos relativos se comparadas às dos demais públicos da Educação Especial.
