Curriculum policies for teacher training: disputes and negotiations in different contexts

Resumo: This paper discusses the disputes and negotiations around curriculum policies for teacher education in Brazil. To this end, two contexts are analyzed from a documentary research based on curriculum theorists. The first is characterized by the 2014 National Education Plan (PNE), and the production of the production of the Resolution CNE/CP nº. 2/2015, and the second is marked by the impeachment process of 2016 and the consequent production of CNE/CP Resolution nº 2/2019 establishing BNC-Training. We interpret articulation processes and disputes between curricular projects of teacher training, involving different subjects and political and social demands. Finally, we defend the distinction between contexts, as well as the commitment to the permanence of political struggles as powerful in the disturbance of hegemonic stabilizations around curriculum policies for teacher training, especially those that are constituted in the current Brazilian political scenario.

Para ello, a partir de una investigación documental que se apoya en teóricos del campo del currículum, se analizan dos contextos específicos: en primer lugar, el caracterizado por el Plan Nacional de Educación (PNE) de 2014 y la producción de la Resolución CNE/CP nº 2/2015; y, en segundo lugar, el marcado por el proceso de impeachment, de 2016, y la consecuente producción de la Resolución CNE/CP nº 2/2019 que implanta la BNC-Formación. El trabajo busca interpretar procesos de articulación y disputas entre proyectos curriculares de formación docente que involucran diversos sujetos y demandas políticas y sociales. Por último, defendemos la diferenciación entre ambos contextos, así como la apuesta a la permanencia de las luchas políticas como un factor potenciador para perturbar las estabilizaciones hegemónicas alrededor de las políticas curriculares para la formación docente, principalmente las que se constituyeron en el actual escenario político brasileño.Este trabalho discute as disputas e negociações em torno das políticas curriculares para a formação de professores no Brasil. Para tal, são analisados, a partir de uma pesquisa documental referenciada em teóricos do campo do currículo, dois contextos específicos, a saber, o caracterizado pelo Plano Nacional de Educação (PNE) de 2014 e pela produção da Resolução CNE/CP nº 2/2015, e outro marcado pelo processo de impeachment de 2016 e consequente produção da Resolução CNE/CP nº 2/2019 que institui a BNC-Formação. Interpretamos processos de articulação e disputas entre projetos curriculares de formação de professores envolvendo diferentes sujeitos e demandas políticas e sociais.
