Common Curricular National Base and Childhood Education: movements, disputes and resistance

Resumo: The present text deals with the movements of disputes in the field of educational policy, focusing on the documentary analysis of the versions of the National Common Curricular Base (BNCC) - Early Childhood Education (EI) as a producer of resistance to conservative curricular proposals. The analyzes are linked to the studies by Picoli (2020), Biesta (2017) and Barbosa, Cruz, Fochi and Oliverira (2016). In view of the analyzed content, it is understood that the period of construction of the BNCC was marked by disputes, changes in the speeches and changes in the agents who participated in the commissions, such changes were anchored to neoliberal and conservative movements, which followed the proposal of competences and skills. In this context, Early Childhood Education as part of the Base proposed resistance movements, rethinking the curricular logic beyond content or skills and abilities, proposing teaching / learning based on the experience and relationships between children and society.

Los análisis están vinculados a los estudios de Picoli (2020), Biesta (2017) y Barbosa, Cruz, Fochi y Oliverira (2016). En vista del contenido analizado, se entiende que el período de construcción del BNCC estuvo marcado por disputas, cambios en los discursos y cambios en los agentes que participaron en las comisiones, tales cambios se anclaron a los movimientos neoliberales y conservadores, que siguieron a la propuesta de competencias y habilidades. En este contexto, la Educación de la Primera Infancia, como parte de la Base, propuso movimientos de resistencia, repensar la lógica curricular más allá del contenido o habilidades y capacidades, proponiendo enseñanza / aprendizaje basado en la experiencia y las relaciones entre los niños y la sociedad.O presente texto versa sobre os movimentos de disputas no campo da política educacional, tendo como foco a análise documental das versões da Base Nacional Comum Curricular (BNCC) – Educação Infantil (EI) como produtora de resistências a propostas curriculares conservadoras. As análises articulam-se com os estudos de Picoli (2020), Biesta (2017) e Barbosa, Cruz, Fochi e Oliveira (2016).  Diante do conteúdo analisado compreende-se que o período de construção da BNCC foi marcado por disputas, mudanças nos discursos e troca nos agentes que participavam das comissões, tais mudanças foram ancoradas a movimentos neoliberais e conservadores, que sucederam a proposta de competências e habilidades.
