Implications of the evaluation policy in the production of educational quality

Resumo: | The article discusses the concept of quality as a product of a human construction, showing the different meanings operated in the context of educational policy and questions the implications of the national evaluation policy in the production of educational quality, as an instrumental, quantitative value. The objective is to understand the conceptions of quality assumed in the proposals of the Educational Action Plans (PAEs) indicated in academic productions (professional master's) in interface with external evaluations. The study comes from a bibliographic review and a survey of scientific works published in Capes' Thesis and Dissertations Database. The analyzes coming from the PAEs point to a naturalized position of acceptance of the national evaluation policy, which goes from a position of merely implementing policies and monitoring learning to accountability, strongly contributing to the production or shaping of the quality imputed by indices. |

El objetivo es comprender las concepciones de calidad asumidas en las propuestas de los Planes de Acción Educativa (PAE) indicados en producciones académicas (maestrías profesionales) en interfaz con evaluaciones externas. El estudio proviene de una revisión bibliográfica y una encuesta de trabajos científicos publicados en la base de datos de tesis y disertaciones de Capes. Los análisis provenientes de los PAE apuntan a una posición naturalizada de aceptación de la política de evaluación nacional, que va desde una posición de meramente implementar políticas y monitorear el aprendizaje hasta la rendición de cuentas, contribuyendo fuertemente a la producción o conformación de la calidad imputada por los índices.O artigo discute o conceito de qualidade como produto de uma construção humana, mostrando os diferentes significados operados no contexto da política educacional e problematiza as implicações da política de avaliação nacional na produção da qualidade educacional, como valor instrumental, quantitativo. O objetivo é compreender as concepções de qualidade assumidas nas proposições dos Planos de Ação Educacional (PAEs) indicados nas produções acadêmicas (mestrado profissional) em interface com as avaliações externas. O estudo é proveniente de revisão bibliográfica e de levantamento de trabalhos científicos publicados no Banco de dados de Teses e Dissertações da Capes. As análises provenientes do PAEs apontam para uma posição naturalizada de aceitação da política de avaliação nacional, que passa de uma posição meramente de execução das políticas e monitoramento da aprendizagem para a prestação de contas, contribuindo fortemente na produção ou conformação da qualidade imputada por índices.
