DOI:10.1590/2179- 8966/2021/54537.ResumoO presente artigo analisou de que modo a tramitação do “Estatuto do Cigano” no Senado Federal possibilita pensar as relações étnica-raciais e de gênero. Adotou-se recursos metodológicos inspirados na pesquisa etnográfica, intercalando técnicas como a observação participante dos autores, a análise de documentos e a realização de entrevistas, abertas e semiestruturadas, com os agentes públicos atuantes no processo legislativo em tela. Trata-se de uma pesquisa empírica que possibilitou deslizar o horizonte do trabalho antropológico para compreender a atuação do Estado em face da questão cigana no Brasil, percebendo que a criação de uma lei pode ser atravessada por disputas epistemológicas e negociações políticas que mobilizam agentes públicos dentro e fora do Poder Legislativo.Palavras-chave: Processo legislativo; Estatuto do Cigano; Territorialidade; Identidade étnica; Gênero.Abstract This article analyzed how the processing of the “Statute of the Gypsy” in the Federal Senate makes it possible to think about ethnic-racial and gender relations. There are adopted methodological resources inspired by ethnographic research, interspersed with techniques such as participant observation of the authors, document analysis, and open and semi-structured interviews with public agents working in the legislative process on screen. It is a empirical research that made it possible to slide the horizon of anthropological work to understand the actions of the State in the face of the Gypsy issue in Brazil, realizing that the creation of a law can be crossed by epistemological disputes and political negotiations that mobilize public agents inside and outside the Legislative Power.Keywords: Legislative process; Statute of the Gypsy; Gender; Territoriality; Ethnic identity
