Relação universidade e desenvolvimento regional: possibilidades e comprometimentos

This thesis aims to investigate the articulation modes of knowledge production and socialization in the perspective of treatment about regional problems, as well as academic policies of the Universidade Federal Fluminense related to its active presence near the Complexo Petroquímico do Estado do Rio de Janeiro COMPERJ . Starting from Karl Jaspers concept of the University, which is considered a neo-humboltian model, the educational thought of three educators, Anísio Teixeira, Florestan Fernandes and Darcy Ribeiro, are presented and their idea of university in Brazil. The historical, social and economic context of the contributions from different authors on the development of Brazilian universities and how these authors debate the concepts of indivisibility of teaching and research, university autonomy and legitimacy of the university are presented too. To interact with the object of study, it is also presents contributions of some authors concerned with transformations which are imposed on society by the intensive use of technology, by the territorial dynamics changes, the reorganization of geographical space and the growing inequality in the cities. Being a case of "object under construction", a qualitative research methodology was chosen, which allows to capture, in its own movement, the processes of institutional change at the same moment of its manifestation. The study showed great exchange opportunities, with remarkable results towards the production of new and contextualized knowledge, by presenting the relationship between these studies and research with teaching carried out by teachers. If however, in order to create a local competitive environment to attract private investment and federal resources, conditions were imposed that jeopardize intellectual freedom and university autonomy, the university aims will be irredeemably broken. The outcome of this research is expected to contribute to theoretical discussions concerning the role of the university in society.
