Regime Geral de Previdência Social e riscos ambientais: a necessidade de um modelo preventivo

The present research aims to investigate the following problem: Is the General Social Security System, the way it is structured today, preventive in relation to environmental risks? To this end, we adopt the exploratory, bibliographical and documental research method, as well as the comparative method. As for the exploratory, bibliographical and documental research, the theoretical frameworks adopted are (i) the ISSA study regarding the ten greatest challenges of social security, with emphasis on population sickness, this being the second greatest challenge of the American continent; (ii) the researches of Social Security of the USA, together with ISSA, on the Social Security models adopted in the American and European continent. The comparative method, on the other hand, is divided into two axes of analysis. The first axis carries out a comparative study of the Brazilian social security model for environmental risks with other countries of the American continent, namely: United States; Colombia; Mexico; and Argentina. The second axis, on the other hand, operates a comparative research between the model adopted by Brazil and other European countries, namely Austria; Finland; the United Kingdom; Italy; and France. These countries were selected because they present relevant guidelines for the restructuring of the Brazilian model. We start from the hypothesis that the Brazilian General Social Security System is more compensatory than preventive, since it works, preponderantly, on the consequences of environmental risks. Thus, the purpose of this study is to propose a Brazilian social security model that is, in fact, preventive, in relation to environmental risks.
