A Contrarreforma agrária no Brasil (1995-2014)

Resumo: In the Brazilian land ownership reality still exists basics conditional materials for the realization of an agrarian reform: ownership of the land owned by a small number of owners and, on the other hand, workers with little or no land. Although it has been seeing since the colonial structure, the impediment of such an agrarian structure could represent for the achievement of capitalist relations was faced by the ruling class, with the fundamental autocratic regime established in 1964 through a policy of 'modernization', which provided a significant productive success and, consequently, a placement of the agrarian reform as an exclusive demand of the workers. Since then, in the last decades of the 20th Century during the process of redemocratization and resurgence of peasant movements acquired a character of political struggle, outside the dominant economic strata horizon.The adoption by the Brazilian State of neoliberal orientation measures within the set of actions to restructure capital favored an intensification of the organic linkages between agrarian, industrial, banking and financial capital, imposing continuous regressions on workers' patterns, becoming, in a reality of dependent peripheral economy, in the process of counter-reform. The right to land did not differ. During the period covered by this study, from 1995 to 2014, five presidential terms were held, with three presidents and two different political parties. Our objective: to analyze as contemporary conditions of agrarian society in order to confirm the existence of an agrarian counter-reform. To do so, the relevant informations on an agrarian structure were considered, the positioning of the most affected classes on this theme, agribusiness and landless workers, as well as State action in the face of the tension caused by these subjects. Expressing itself in the relationship with this agent the fundamental point of the research that is an analysis of the allocation of the public fund, emphasizing in the federal public budget.

Apesar dessa condição ser reproduzida desde a sociedade colonial, o empecilho que tal estrutura agrária poderia representar para a consecução das relações capitalistas foi enfrentado pela classe dominante, com apoio fundamental regime autocrático estabelecido em 1964, via política de modernização , a qual proporcionou significativo êxito produtivo e, consequentemente, a colocação da reforma agrária como uma demanda exclusiva dos trabalhadores. Desde então, nas últimas décadas do século XX durante o processo de redemocratização e ressurgimento de movimentos camponeses adquiriu um caráter de luta política, fora do horizonte das camadas econômicas dominantes. A adoção pelo Estado brasileiro das medidas de orientação neoliberal no interior do conjunto de ações para restruturação do capital, favoreceram a intensificação dos vínculos orgânicos entre o capital agrário, industrial, bancário e financeiro, impondo continuadas regressões das pautas dos trabalhadores, constituindo-se, na realidade de uma economia periférica dependente, em verdadeiro processo de contrarreforma. Com o direito à terra não se deu de modo distinto. No período compreendido por este estudo, 1995 a 2014, processaram-se cinco mandatos presidenciais, com três presidentes e dois partidos políticos diferentes. Nosso objetivo: analisar as condições contemporâneas da sociedade agrária de modo a confirmar a existência de uma contrarreforma agrária. Para tanto, consideramos informações relativas a estrutura agrária, o posicionamento das classes mais afetas a este tema, o agronegócio e os trabalhadores sem-terra, bem como, a ação do Estado diante do tensionamento provocado por estes sujeitos.
