This is a study about the public policies developed in Rio de Janeiro for minors who were abandoned over the decades of 1960 and 1970. The aim of this paper is to understand the assistance and care offered to these minors throughout the history of the Fundação Nacional do Bem-Estar do Menor (FUNABEM), National Foundation for Minor s Welfare. The research starts from the murder of the firstborn child of a prominent Brazilian journalist and scholar, Odylo Costa. The boy, known as Odylinho, was murdered by a minor in the Santa Teresa neighbourhood. The crime sparked the journalist into starting a movement with the press which resulted in the formation of a commission, in 1963, creating the project outline which became one of the most well-known institutions in Brazil: FUNABEM. Many sources were studied, e.g. the books published by the Brazilian house of parliament and the FUNABEM after the completion of the Comissão Parlamentar de Inquérito (CPI) do Menor, Parliamentary Inquest Comission for the Minor; the prints from Jornal do Brasil, and the Revista Brasil Jovem; the school records of the students from the Escola XV de Novembro and interviews organised with open questions with a group of former inmate girls, allowing free narratives from the interviewee about her history in the main centre of FUNABEM. The interviewees were informed of the objective of the work and consented in form with its usage. The research recovered the presence of Odylo Costa in the history of the Fundação. It presented the version of the ex-inmates about the work of FUNABEM and pointed questions of gender broached in the education in this manner of institution, mainly in the field of professional formation. It s been verified that the press had influence in the elaboration and execution of public policies for minors in Brazil, and observed that the CPI do Menor had mostly a political characteristic, rather than an investigative one
