A Pesquisa Educacional e a Temática do Financiamento nos Anos 1980 e 1990: revisitando os Periódicos Revista Brasileira de Estudos Pedagógicos e Cadernos de Pesquisa

Resumo: | The discussion about educational research and resources destined to research activity in education area in Brazil during the 1980s and 1990s is studied through analyzes about the development of neoliberalism in the country and the influence of international organizations, because of the relevance of knowing this historical moment in order to understand its influence in education and educational research, which it is studied based on analysis presented in articles published in journals called Revista Brasileira de Estudos Pedagógicos (RBEP), which is linked to the Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira (INEP), and Cadernos de Pesquisa (CP), which is published by the Fundação Carlos Chagas (FCC). This study about educational research in Brazil and its financing takes place in a historical moment remembered for the end of the civil-military dictatorship and the beginning of the redemocratization process in the country. The neoliberalism presence in this moment is emphasized for the marks left from the neoliberal principles in education, in order to understand the relation between the advance of neoliberalism, the proposals of this one for Brazilian education and the influence of international organisms in directed documents in this field of knowledge, which describes the intense political scene lived in the country. The objective of this study is to identify and analyse the researchers debate on financial research in education in the mentioned period, considering that the specialized journal contributes to the study of this area. The work methodology was based on bibliographical research aiming to think about the relation between society and knowledge in a critical way. The Marxist theoretical framework was chosen to support the analysis of society, helping to understand social changes. The empirical material has allowed to identify some arguments presented in research financial analysis and the knowledge relation to the available resources for the research. However, the mapping and analysis of the articles published by RBEP and CP educational journals indicate that the topic of financial research linked to educational research was a little investigated by researchers, whose lack raises questions that need to be more developed. The analysis during the work indicate that the University was supervised by market forces and external agencies. Thus, studying external organisms interference to education gives an opportunity to understand how they have built strategies that guide education policies guidelines up to the present day in according to what is proposed by capital. Therefore, this work intended to contribute to understand the relations between State, society, education and other agents involved in the thematic of the resources destined to educational research. Finally, the importance of RBEP and CP is evident and it represents a documental value in the national political scene and in the Education area, especially Educational Research |

Em virtude da relevância ao identificar esse momento histórico e sua influência para a educação e a pesquisa educacional, esta é aprofundada com base em artigos publicados nos periódicos Revista Brasileira de Estudos Pedagógicos (RBEP), vinculada ao Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira (INEP), e Cadernos de Pesquisa (CP), veiculado pela Fundação Carlos Chagas (FCC). Esta investigação acerca da pesquisa educacional no Brasil e o financiamento da mesma ocorrem no momento do fim da ditadura civil-militar e início do processo de redemocratização no país. Inicialmente, é aprofundada a presença do neoliberalismo nas referidas décadas, ressaltando as marcas dos princípios neoliberais na educação, visando entender a relação entre o avanço do neoliberalismo, as propostas deste para a educação brasileira e a influência dos organismos internacionais nos documentos voltados para essa área do conhecimento, os quais retratam o cenário político acirrado em que o país se encontrava. Logo, o objetivo deste estudo é identificar e analisar o debate dos pesquisadores sobre o financiamento da pesquisa em educação no período mencionado, considerando que o periódico especializado contribui com o estudo dessa área. A metodologia de trabalho se baseou na pesquisa bibliográfica com vistas a pensar a sociedade e a relação com o conhecimento de maneira crítica. O referencial teórico marxista foi escolhido para aprofundar a análise de sociedade, auxiliando a compreender as mudanças sociais. O material empírico analisado permitiu identificar os argumentos apresentados nas análises acerca do financiamento da pesquisa e um atrelamento do conhecimento aos recursos disponíveis para a pesquisa. No entanto, o mapeamento e a análise dos artigos publicados pelos periódicos educacionais RBEP e CP indicam que a temática do financiamento da pesquisa ligada à pesquisa em educação no período destacado foi pouco investigada pelos pesquisadores da época, cuja carência levanta questões que precisam ser mais desenvolvidas. O material analisado no decorrer do trabalho destaca que a Universidade estava tutelada pelas forças do mercado e por agências externas. Assim, estudar as interferências de organismos externos à educação oportuniza compreender como eles construíram estratégias que norteiam as orientações para as políticas educacionais até os dias atuais em atendimento ao que é proposto pelo capital. Portanto, pretendeu-se contribuir com o entendimento das relações entre Estado, sociedade, educação e demais agentes envolvidos na temática dos recursos destinados à pesquisa em educação.
