Políticas de educação permanente em saúde nos governos Lula: um olhar a partir dos documentos.

This work came from the recognition of two working hypotheses : the first of these hypotheses is that there were two policies of permanent education in health in the Lula Government. And yet, that around these policies and it became possible due to the political fact that is conventionally called the monthly allowance scandal (escândalo do mensalão) established the conformation of two collective bargaining with unique characteristics and differing practices in relation to the theme of Continuing Education in health (EPS). The second hypothesis referred to the existence of tensions and maneuvers of silencing around this story. In other words, there would have been a series of maneuvers to hide or at least mitigate the official versions of policies, breaks and discontinuities, actively muting the differences. In this sense it was intended to call into question such hypotheses and present contributions to a later narrative about the political process that supposedly would have given rise to two policies of permanent education in health in the Lula Government. To start this task, there was the analysis of documents around the theme. The idea, initially, was to present the issues listed in the contents of the documents themselves, but to get clues and connections that put into the affirmation of two distinct proposals around the subject of EPS. For this purpose, documents were identified in two periods of SGTES well as other textual productions of the period served to give materiality or theoretical support to the two policies , having been necessary that also we did analysis of these materials. This analysis aimed to follow the evidences of such documents in order to look for clues and identify the concepts, arguments or present ideas in the texts that could help in understanding the processes that formed them, since we consider that the texts are products agreements in various stages, fruit of numerous influences. In contact with institutional documents and the curious findings of other non- formal publications, we had opportunity of seeing the existence of two proposals that are configured differently, both in their conception and in their modus operandi, setting this way and according to the vision of policy we hold this study, two continuing education of health policies. To conclude, we believe that the general policy analysis studies contribute to offer interesting narratives that can help you understand the political process that underlies the formulation of public policy.
