O planejamento da educação básica no contexto do novo Plano Nacional de Educação 2011-2020

The discussion s subject is Education National Plan (ENP) like a instrument for educational planning, in our country, where National Plans preparation as a guide of educational politics has been subject historical clashes of various society s sectors throughout XX century. To make easy the discussion, we review the literature about this subject, Ianni (1971), Horta (1982), Oliveira (1999), Saviani (2003), Dourado (2011), as well as analysis of documents related to it, specially Federal Constitutions of twentieth century, Guidelines and Bases Law (GBL), final document of Education National Conference (ENC, 2010) and all ENP s until today. About propositions history related to ENP s, we observe that Pioneers Education Express of 1932, started clash throughout the century until 2001, when the first document Education National Plan (ENP) was approved. During this period ruling classes have many ideas about ENP: for some, ENP was confused with a Guidelines and Bases Law (GBL), others used as education budget plan. This actions takes a rift between PNE and educational planning, at same time educational planning occurs without general plan. The first ENP, in fact, would be approved only five years after the GBL s 1996, without popular participation and with problems, like the nine rejects about budget made by federal government. During the period of ENP (2001-2010) and without taking into account, was created Education Development Plan (EDP) in 2007, which changed the educational planning dynamic. Therefore, the new ENP development is expected with hope by education workers, after a difficult process of planning, discussed in the final part of this work. The study made possible to understand that the creation the new ENP doesn t guarantee it s hegemony in Brazil s educational planning, because in previous situations the ENP can be replaced by politics created without considering the ENP objectives. We conclude that ENP becomes important in educational planning, only if the society has a strong participation in the process and changing Federal Government methods about planning of something.
