ACRE'S STATE EDUCATION PLAN AND BASIC EDUCATION: analysis and perspectives of completing the universalization goal of fundamental education

Resumo: | The implementation of the National Education Plan - PNE, Law 13.005 / 2014, maintains a close relationship with the formulation and implementation of state and municipal education plans, since it is in these spheres of power that the right to public education may acquire materiality for reach the majority of the Brazilian population, especially children, youth and adults who still demand access to school education. Thus, translating national goals and guidelines into the scope of the federated units is one of the purposes of the State Education Plan - PEE, which must articulate municipal demands with the major objectives for the country's educational policy. This article aims to analyze the implementation of the PEE of the state of Acre, Law No. 2,965 / 2015, considering mainly its goals regarding the expansion of access to the different stages of basic education in view of the fact that we are at the end of the first half of its validity (2015 - 2020). The study is organized based on documentary analysis in which the results achieved in the mentioned period are systematized and their repercussions on the dynamics of educational planning in the state of Acre. In this perspective, we seek to extract the implications of the political agenda of the PEE in offering the right to educationwith regard to elementary education, a stage that should be universalized in 2016. It indicates that the monitoring and evaluation plan should clearly exceeded air the limits of a managerial vision, dialog walk with the educational demands of society Acre compared to present challenges to meeting the targets in the scenario current pol í maintenance of ethics and development teaching. |

Así, trasladar las metas y lineamientos nacionales al ámbito de las unidades federadas es uno de los propósitos del Plan Estatal de Educación - PEE, que debe articular las demandas municipales con los grandes objetivos de la política educativa del país. Este artículo tiene como objetivo analizar la implementación del PEE del estado de Acre, Ley N ° 2.965 / 2015, considerando, principalmente, sus objetivos en cuanto a la ampliación del acceso a las diferentes etapas de la educación básica, en vista de que es al final de la primera mitad de su vigencia (2015 - 2020). El estudio se organiza a partir de un análisis documental, en el cual se sistematizan los resultados alcanzados en el período mencionado y sus repercusiones en la dinámica de la planificación educativa en el estado de Acre. En esta perspectiva, buscamos extraer las implicaciones de la agenda política del PEE en la oferta del derecho a la educación, en lo que respecta a la educación básica, un paso que debe ser universalizado en 2016. Se indica que el seguimiento y evaluación del plan debe superar los límites de una mirada gerencialista, dialogando con las demandas educativas de la sociedad acreana, ante los desafíos actuales para cumplir con las metas de la actual política de mantenimiento y desarrollo de la educación. A efetivação do Plano Nacional de Educação - PNE, Lei 13.005/2014, mantém uma estreita relação com a formulação e implementação dos planos estaduais e municipais de educação, posto que é nessas esferas de poder que o direito à educação pública pode vir a adquirir materialidade para alcançar a maioria da população brasileira, sobretudo, as crianças, os jovens e os adultos que ainda demandam por acesso à educação escolar. Assim, traduzir as metas e diretrizes nacionais para o âmbito das unidades federadas é uma das finalidades do Plano Estadual de Educação - PEE, o qual deve articular as demandas municipais aos grandes objetivos para a política educacional do país. Este artigo tem como objetivo analisar a implementação do PEE do estado do Acre, Lei nº 2.965/2015, considerando, principalmente, as suas metas referentes à ampliação do acesso às diferentes etapas da educação básica, frente ao fato de se estar ao término da primeira metade de sua vigência (2015 - 2020). O estudo se organiza a partir de análise documental, na qual são sistematizados os resultados alcançados no período citado e suas repercussões na dinâmica do planejamento educacional no estado do Acre. Busca-se, nessa perspectiva, extrair as incidências da agenda política do PEE na oferta do direito à educação, no que se refere ao ensino fundamental, etapa que deveria estar universalizada em 2016.
