Impacto da Política Tarifária Inovar-Auto no Bem-Estar da Economia

The protection policy in the Brazilian automobile industry based on the Inovar-Auto regime requires different interpretations in the effect of welfare under the existence of economies of scale. The purpose of this dissertation is to evaluate the welfare of the InovarAuto program and its impacts. The conjecture is that there are losses of efficiency in economies of scale and may question the automotive industrial policy used by the Brazilian government to achieve local content production. Using the VAR and VEC method, labor estimates long-run and short-run elasticities, changes in consumer and producer surplus by tariffs, government revenue, and the net effect under the program. The data used in the estimation of the models were composed by monthly series between January 2000 and December 2017. At the end, it is concluded that the Brazilian automotive industry has economies of scale. With the presence of economies of scale, it is reported that the net effect of tariffs is relatively small, while the redistribution effects of tariffs are significantly high. In addition, it can be seen that the argument that tariffs protect domestic employment is not plausible in the case of Brazilian industry, due to the existence of economies of scale. Regarding the increase in exports, the regime is not effective in increasing Brazilian automotive exports. Finally, the measures adopted in the program had a direct impact on the performance of imports from the automotive market.
