Resumo: | The protection policy in the Brazilian automobile industry based on the Inovar-Auto regime requires different interpretations in the effect of welfare under the existence of economies of scale. The purpose of this dissertation is to evaluate the welfare of the InovarAuto program and its impacts. The conjecture is that there are losses of efficiency in economies of scale and may question the automotive industrial policy used by the Brazilian government to achieve local content production. Using the VAR and VEC method, labor estimates long-run and short-run elasticities, changes in consumer and producer surplus by tariffs, government revenue, and the net effect under the program. The data used in the estimation of the models were composed by monthly series between January 2000 and December 2017. At the end, it is concluded that the Brazilian automotive industry has economies of scale. With the presence of economies of scale, it is reported that the net effect of tariffs is relatively small, while the redistribution effects of tariffs are significantly high. In addition, it can be seen that the argument that tariffs protect domestic employment is not plausible in the case of Brazilian industry, due to the existence of economies of scale. Regarding the increase in exports, the regime is not effective in increasing Brazilian automotive exports. Finally, the measures adopted in the program had a direct impact on the performance of imports from the automotive market. |

O objetivo desta dissertação é avaliar o bem-estar incorrido pela imposição tarifária na indústria automotiva sobre o programa Inovar-Auto e seus impactos. A conjectura é que existem perdas de eficiência em economia de escala e pode se questionar a política industrial automobilística utilizada pelo governo brasileiro para se alcançar produção de conteúdo local. Usando o método VAR e VEC, o trabalho estima as elasticidades de longo prazo e de curto prazo, as mudanças no excedente do consumidor e do produtor pelas tarifas, a receita do governo e o efeito líquido sob o programa. Os dados utilizados na estimação dos modelos, foram compostos por séries mensais entre o período de janeiro de 2000 a dezembro de 2017. Ao final, conclui-se que a indústria automotiva brasileira tem economias de escala. Com a presença de economias de escala, é relatado que o efeito líquido das tarifas é relativamente pequeno, enquanto os efeitos de redistribuição das tarifas são significativamente altos. Além disso, verifica-se que o argumento de que as tarifas protegem o emprego doméstico não é plausível no caso da indústria brasileira, devido à existência de economias de escala. Referente ao aumento das exportações, o regime não se mostra eficaz para aumentar as exportações automotivas brasileiras.
