Ações afirmativas no Ensino Superior: o debate no Congresso Nacional

Resumo: The present dissertation analyzed the formulation of affirmative action policies for public higher education in the Brazilian National Congress that originated the law 12.711/12. Based on the content analysis method, the research was based on documents produced in the Federal Chamber of Deputies and the Senate. From the perspective of the public policy cycle formulated by Stephen Ball, it was tried to understand which groups were contemplated with this type of policy as well as the actors involved in the development. As a result, we noticed that there was a preference in the reserve of vacancies as a modality of affirmative actions and public school students as a target group. In the same way, we try to analyze the arguments present in the creation of the law. We find the justification of income inequality being mobilized recurrently by the actors.

A partir do método de análise de conteúdo, a pesquisa esteve pautada nos documentos produzidos na Câmara dos Deputados Federais e no Senado. Sob a perspectiva do ciclo da política pública formulado por Stephen Ball, buscou-se compreender quais grupos foram contemplados com este tipo de política bem como os atores envolvidos no desenvolvimento. Como resultado, percebemos que havia uma preferencia na reserva de vagas como modalidade das ações afirmativas e dos estudantes de escola pública como grupo alvo. Do mesmo modo, procuramos analisar os argumentos presentes na criação da lei.
