Os meandros conceituais da Defesa Nacional e o papel das Forças Armadas brasileiras no século XXI

The subject matter of this piece is the relevance of the Brazilian Armed Forces ́ employment. This work aims to analyze how the Armed Forces have been implemented in Brazil throughout the present century, based on the concepts of National Defense and its scope, as also to provide consistent resources in this substantive relevant and sensitive topic to the National State survival. This research intends to verify the hypothesis that concerns the suspicion over the relegation of National Defense to the background due to its semantic and empirical amplitude, that indicate the deviation from its main purpose: the Homeland Defense. This piece is done through historical perspectives on the emergence of the Nation-State and its violence ́s tools, as well as epistemological and practical exploration over how the concept of Defense is understood in Brazil. Importantly, this study also considers the jurisdiction involved in the theme. The research presented here is based on a qualitative and an analytical methodology, but quantitative analyses are also used. Furthermore, bibliographic, hemerographic and documentary sources are used, besides data collected from the Ministry of Defense and the three Singular Forces (Navy, Army and Air Force) on the activities carried out by these institutions over the past two decades. The content of this work begins with an introductory approach to the matter, followed by a historical review of the genesis of the States, their instruments of protection and their deployment in the international system. In sequence, it explores the Defense conceptualization and its framing as an area of knowledge, its overlap with Security Studies and the National Power ́s expressions, while portraying the conceptual biases applicable to National Defense. Moreover, the Defense of the State is contextualized according to the Brazilian conjuncture. Immediately thereafter, the data collected on the Armed Forces’ activities are classified as traditional, security or development, using own methodology and in adherence to their respective purposes. After the data is critically analyzed, a confrontation between the epistemic and practical propositions is done, in which the hypothesis is tested and confirmed: the use of the country's means of National Defense in its finalistic and traditional form, given its conceptual scope and current legislature, is relegated to a secondary level. In face of this conclusion, the work is closed by presenting proposals to align the theoretical framework with the practical posture of National Defense, seeking out to raise ideas that shall promote more favorable conditions for the conformation of a more solid and sustainable Defense System in the country, amid an increasingly volatile, uncertain, complex and ambiguous global scenario.
